Responsibilities & Context:

ABOUT THE ROLE

We are looking for a qualified Labour Management Expert to support labour compliance, occupational health and safety (OHS) planning, and worker rights management under a World Bank-funded Government project.

The Labour Management Expert will ensure that all contractor workforce practices comply with the Labour Management Procedure (LMP), World Bank ESF requirements, ADB Core Labour Standards, Bangladesh labour laws, and applicable OHS standards throughout project implementation.

KEY RESPONSIBILITIES

•  Prepare, implement, and update the Labour Management Procedure (LMP) for the project in compliance with World Bank ESS2 and ADB Core Labour Standards.

•  Ensure all workers receive written particulars of employment covering wages, hours, and conditions of work that meet or exceed government regulations.

•  Monitor compliance with anti-child labour and anti-forced labour provisions across all contractor and subcontractor workforce.

•  Develop and implement an Occupational Health and Safety (OHS) Plan in coordination with the Health and Safety Expert.

•  Ensure all personnel involved in project works receive mandatory training on health, safety, and labour rights.

•  Maintain and manage the Worker Grievance Redress Mechanism to handle labour-related complaints fairly and promptly.

•  Monitor workforce practices for non-discrimination and inclusion, particularly for women, migrant workers, and vulnerable groups.

•  Prepare periodic labour monitoring and compliance reports for submission to the employer and relevant authorities.

•  Conduct regular site visits to assess labour conditions, verify compliance, and identify gaps for corrective action.

•  Coordinate with the Social Expert and Health and Safety Expert to ensure integrated labour and OHS compliance.

CANDIDATE REQUIREMENTS

•  Bachelor's degree (any relevant discipline)

•  Minimum 03 years of total professional experience

•  At least 02 years of experience in preparing labour management reports following World Bank and ADB guidelines.



KEY SKILLS

•  In-depth knowledge of World Bank ESS2, ADB Core Labour Standards, and applicable Bangladesh labour laws

•  Ability to prepare, implement, and monitor Labour Management Plans and OHS Plans

•  Strong skills in workforce monitoring, grievance handling, and compliance documentation

•  Experience conducting labour audits and field inspections across multi-site projects

•  Good communication and negotiation skills for engaging with workers, supervisors, and management

•  Proficiency in MS Office and reporting tools for generating compliance records
