Responsibilities & Context:

ABOUT THE ROLE

We are seeking Health and Safety Experts to manage and support safety compliance, risk assessment, and health and safety reporting under a World Bank-funded Government project.

The Health and Safety Experts will ensure that all project activities are executed in a manner that protects the health and safety of all workers and surrounding communities, in full compliance with the World Bank EHS General Guidelines, ESF requirements, and ADB Safeguard Policy Statement (SPS 2009).

KEY RESPONSIBILITIES

•  Develop and implement the Occupational Health and Safety (OHS) Plan for all project activities in coordination with the Labour Management Expert.

•  Conduct health and safety training for all personnel involved in the project, prior to the start of activities.

•  Prepare and maintain a Risk Register identifying potential hazards, assessing their impact, and proposing mitigation strategies.

•  Carry out regular site inspections to monitor safety compliance, enforce PPE usage, and identify unsafe conditions or behaviors.

•  Investigate workplace incidents, near-misses, and accidents; prepare incident reports and recommend corrective actions.

•  Ensure compliance with emergency operating procedures, including relevant response protocols, fire safety, and evacuation plans.

•  Monitor community health and safety risks arising from project activities and implement appropriate mitigation measures.

•  Prepare periodic health and safety compliance and monitoring reports for the employer and relevant authorities.

•  Ensure that hazardous substances and related equipment are handled safely per applicable standards.

•  Liaise with the contractor's site teams, sub-contractors, and employer's personnel on safety performance and improvements.

CANDIDATE REQUIREMENTS

•  Bachelor's degree (any relevant discipline)

•  Minimum 03 years of total professional experience

•  At least 02 years of experience in preparing health and safety reports following World Bank and ADB guidelines.

KEY SKILLS

•  Strong knowledge of World Bank such as ESS2, ESS4, EHS General Guidelines, and ADB SPS 2009 health and safety provisions

•  Ability to develop and implement OHS Plans, safety training programs, and emergency response procedures

•  Practical experience in site safety inspections, hazard identification, and incident management

•  Familiarity with PPE standards and hazardous environment safety protocols

•  Strong report writing skills for safety compliance, monitoring, and incident documentation

•  Good communication and enforcement skills to promote a safety culture across project sites
