Job Context:
∎ Job Location: The Asia Foundation`s main office in Dhaka (with frequent travel)
∎ Reporting to: Program Director
Job Responsibilities:
∎ Develop and implement a strong monitoring and evaluation system that will ensure tracing project/program results as per logical framework
∎ Work with program personnel of the organization to ensure the collection of relevant and appropriate data required for an effective monitoring system
∎ Carry out data quality assessments/ audits regularly for M&E data, based on agreed indicators to inform decision making
∎ Review monthly/quarterly progress reports from partners and ensure they have evidence to back-up and provide feedback to the respective personnel
∎ Ensure that cross cutting issues such as gender equality, diversity and social inclusion are effectively addressed/ mainstreamed in all aspect of project implementations
∎ Assist in the development of terms of reference (ToR) for external surveys and consultant recruitments/ selection
∎ Timely plan and initiate all pre and post intervention assessments of programs
∎ Provide relevant evidence to project personnel for learning from projects/program
∎ Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected
∎ Assist in the design and implementation of research and other activities planned during the project/program period, under the guidance of the country representative
∎ Monitor activities and procedures to ensure they are in line with donor compliance requirements, project/program objectives, and Asia Foundation policies and procedures
∎ Monitor and ensure timely production and submission of relevant activities and reports to the organization and donors
Additional Requirements:
∎ Knowledge of rigorous program evaluation methods e.g. RCT, Quasi-Experimental
∎ An excellent understanding of monitoring tools and indicators, and evaluation techniques
∎ Through knowledge of program logical framework development and performance indicators
∎ Demonstrated experience in data processing and management of large-scale surveys Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, STATA, Excel) and advanced computer skills (word-processing, spread sheets, and databases) are a must
∎ Strong experience in conducting research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations
∎ Demonstrated experience networking with donors, local partner organizations, Bangladesh
∎ Must be result focused and be able to work under pressure and tight deadlines
∎ Sound understanding of donor reporting requirements
∎ Strong analytical skills, problem-solving skills and ability to multi-task and handle complex programming challenges
∎ Excellent interpersonal, communication, and leadership skills
∎ Ability to work independently and in a team environment
∎ Ability to develop new ideas and flexibility to go the extra mile to make them become reality and in completing program assignments
∎ Ability to travel and undertake fieldwork in rural contexts
∎ Excellent verbal and written communication skills in English and Bangla
