  • Familiarity with financial and grants management software and digital tools, including ERP systems.

  • Experience working on international donor-funded programmes required.

  • Demonstrated professional and personal integrity, including informed decision-making practices and respect for gender, safeguarding, diversity, and organizational values and culture.

  • Proven ability to work under pressure and meet deadlines.

  • Excellent oral and written communication skills in English and Bangla.

Job purposes:

The Asia Foundation (TAF)-Bangladesh seeks an experienced Finance and Grants Manager for its Building State Effectiveness and Accountability (BSEA) Programme, undertaken in partnership with the United Kingdom Foreign, Commonwealth & Development Office (FCDO).

BSEA will enhance the capacity of select public institutions and government officials to deliver public policy with greater efficiency and accountability and to help advance national development goals. The programme will be guided by a locally driven approach that seeks to empower government officials to lead and deliver reforms that they themselves prioritise. BSEA will facilitate enhanced cooperation among government officials working within individual public agencies and institutions; across multiple agencies and institutions that share responsibility for policy delivery in particular sectors; and between government officials and non-state actors, tapping their respective competencies and experience. The programme will also provide targeted technical support and capacity building for select government institutions and help generate an evidence base that informs policy decisions.

Reporting to the Director, Finance, Grants, and Administration, working closely with the BSEA Team Leader and Deputy Team Leader and across the BSEA programme team, and in coordination with counterparts in the British High Commission, the Finance and Grants Manager, BSEA (FGM-BSEA) is responsible for overall financial, grants, and contractual management of the BSEA programme. The FGM-BSEA ensures full compliance with FCDO and TAF financial, procurement, subaward, and value-for-money (VfM) requirements, while maintaining strong internal controls, accurate financial reporting, and effective financial support to programme teams and downstream partners. Prior finance and grants management experience on international donor-funded programmes is required.

I. Main duties and responsibilities

1. Responsible for ensuring full compliance with FCDO and TAF financial, procurement, subaward, and value-for-money (VfM) requirements, while maintaining strong internal controls, accurate financial reporting, and effective financial support to programme teams and downstream partners.

2. Provide overall financial, grants, and contractual management of the BSEA programme, including maintaining FCDO-compliant files supported by secure digital and physical documentation.

3. Provide guidance to the BSEA programme team on spending projections, resource allocations during workplan preparation, and financial reporting.

4. Closely track programme spending against the approved budget and ensure that the BSEA Team Leader and Deputy Team Leader have up-to-date information about deviations or potential deviations from the approved budget.

5. Prepare and submit timely and accurate financial reports, invoices, and forecasts to FCDO.

6. Prepare accurate and compliant financial statements, ensuring all financial records and documents are maintained and readily available for project audits. Compile and provide necessary documentation, such as financial statements, ledgers, and supporting schedules.

7. Prepare and/or review all original and amended grants and contractual agreements, ensuring that they follow TAF institutional guidelines and comply with all FCDO requirements.

8. Ensure that internal TAF systems (Subaward Management System and Award Central Management) are kept up-to-date.

9. Oversee the maintenance of programme inventory register.

10. Lead subaward and procurement lifecycles in line with FCDO and TAF requirements. Ensure that due diligence/pre-award assessment of grantees, contractors, and shortlisted downstream partners, vendors, and independent consultants is complete, comprehensive, and accurate, and that pre-award requirements are met before agreements are signed.

11. Review grantee and downstream partner financial reports and payments to ensure compliance with agreed terms and conditions and with donor and TAF rules and regulations. Conduct monitoring visits as required.

12. Provide clear guidance and other technical support to downstream partners regarding financial reporting, accounting, substantive reporting, supporting documentation, and filing responsibilities.

13. Facilitate capacity building of downstream partners and their staff in fraud risk management, whistleblowing, safeguarding, and anti-corruption compliance at the programme level.

14. Provide financial oversight for programme procurement, ensuring transparency, competitiveness, and VfM in line with FCDO and TAF policies.
