Minimum of 10 years of relevant professional experience in a similar role with complex, multifaceted governance programmes. Prior professional service with the Government of Bangladesh and/or past experience working on the governance dimensions of FCDO or other donor-funded programmes would be a strong advantage.

Job purposes:

The Asia Foundation (TAF)-Bangladesh seeks an experienced Senior Advisor, Government Liaison for its Building State Effectiveness and Accountability (BSEA) Programme, undertaken in partnership with the United Kingdom Foreign, Commonwealth & Development Office (FCDO).
 
BSEA will enhance the capacity of select public institutions and government officials to deliver public policy with greater efficiency and accountability and to help advance national development goals. In a marked departure from earlier public sector reform efforts, BSEA will be guided by a locally driven approach that focuses on empowering government officials to lead and deliver reforms that they themselves prioritise, with an emphasises ownership and sustainability. To this end, BSEA will feature Issue-Based Programming, responding flexibly to locally identified challenges, and the concept of Pockets of Effectiveness, which seeks to strengthen areas of demonstrated competency, innovation, and resolve within the system.

BSEA will facilitate enhanced cooperation among government officials working within individual public agencies and institutions; across multiple agencies and institutions that share responsibility for policy delivery in important sectors; and between government officials and non-state actors, tapping their respective competencies and experience. The programme will also provide targeted technical support and capacity building for select government institutions and help generate an evidence base that informs policy decisions.

The selection of focus areas and programme activities will be supported by rigorous monitoring, evaluation, adaptation, and learning, and informed by political economy and gender equality and social inclusion (GESI) analysis, program-driven iterative adaptation, and other adaptive management approaches. BSEA will engage individuals and institutions that are committed partners in pursuing transformative actions that improve public service delivery, raise citizen confidence in government, and facilitate Bangladesh’s advancement to middle income status. Programme activities will be delivered through a combination of direct engagement by TAF and the support of domestic and international organizations engaged in a downstream contractual capacity.

Reporting to the BSEA Team Leader, and working closely with the TAF-Bangladesh Country Representative, BSEA team, and FCDO counterparts, the Senior Advisor, Government Liaison is a senior-level national position responsible for building, maintaining, and leveraging trust relations with government ministries, departments, and agencies and officials at the national and subnational level. The successful candidate will bring a deep knowledge and understanding of Bangladesh’s governance systems, structures, and practices and a network of relationships across all levels of government acquired through service in government or extensive engagement with government in a similar governance-focused international development assistance or equivalent role.
