Job Context:
∎ Location: Based in CARE Bangladesh Field Office (Rangpur/Kishorganj).
∎ Duration: Duration of the Contract will be up to September 30, 2022.
Job Responsibilities:
∎ Responsibility 1-5 points are related with SHOUHARDO III and point 2 first section is for overall collaboration with other Programs/Projects
∎ Responsibility # 1: Ensure quality implementation and management of program
∎ The RPC will work with the SHOU III team in the region to ensure that program activities are implemented to the highest possible level of quality and effectiveness though leading a large team & NGOs.
∎ Individually and through delegation the RPC will at all times have a line of sight of field level activities by field visits, and other approaches that allow him/her to determine whether activities are implemented as per plan and budget.
∎ S/he provides strategic thoughts on leadership, designing & planning based on field need.
∎ S/he will facilitate organize and chair regular program activities review meetings support all of SHOU.III
∎ Provides all daily approvals of expenses & budget as assigned.
∎ S/he will support as and when necessary the Senior Manager-Monitoring Evaluation & Learning in the field of program monitoring.
∎ Ensure sample check of the field activities and guide all involved partners & teams for timely completion of work.
∎ When needed support project/program teams in hosting high-level donor/ senior management visits in the region and represent CARE at high-level
Additional Requirements:
∎ A minimum of 10 years' relevant experience, of which 5 years (preferably) in food security/Livelihood program planning and implementation.
∎ Strong knowledge and skill of project management, project leadership, coordination & collaboration in multisector development field.
∎ A good conceptual understanding of key development priorities in Bangladesh.
∎ Conceptually strong to understand and analyze program strategies and the underlying causes of food insecurity, livelihood/poverty alleviation/youth development/health including gender dimension;
∎ Experience of working with communities in participatory approaches and conceptually strong in implementing program through partnership with NGOs, GoB, Private Sector & other stakeholders.
∎ Good networking and liaison skills with counterparts, partners, donor and GoB.
∎ Experience in planning, budgeting, procurement and project monitoring.
∎ A good understanding of USAID rules and regulations in specific CFR 211 and CFR 200 is preferred
∎ Analytical and report writing skills.
∎ Computer literacy on and commonly used software like Power point, MS-Word and MS- Excel.
