Job Responsibilities:
∎ 1. Administration. Ensure following tasks in coordination with Friendship Head Office Administration Department:
∎ a. Management and efficient utilization of Friendship assets and properties (movement update) as per policy guidelines.
∎ b. Monitor inventory of stores and stocks and report quarterly.
∎ c. Prepare contract, agreement, TOR, for hiring/leasing property, transport and issue Order Memo.
∎ d. Arrange meetings and events as per the required schedule and maintain minutes of the meeting.
∎ e. Provide admin support to EFH & LFH as and when required (as applicable).
∎ f. Provide admin support and monitor transport management, i.e. Motorcycle, vehicle, Boat, etc. as per requirement.
∎ g. Provide all necessary administrative and logistic support (including travel and accommodation arrangement) to HO employees & international guests as per instruction of HO.
∎ h. Ensure admin and logistic arrangements for conferences, workshops, meetings if asked for.
∎ i. Ensure maintenance of all vehicles, boats, equipment, and properties of Friendship within the area.
∎ j. Check asset list of the project office and maintain asset after completion of project and inform HO on relocation of assets.
∎ k. Ensure proper maintenance of assets of field offices and ship hospitals as per the policy and procedure.
∎ l. Communicate with the respective govt officials/offices for different medical/hospital licensing process.
∎ 2. Procurement. Manage and ensure field level procurement in coordination with the concerned CSU, Procurement Department at HO. As the chairman of the committee RC is responsible for local procurement as follows:
∎ a. Form Purchase Committee at field level in consultation with Head of Procurement.
∎ b. Ensure regional level qualitative procurement through Committee as per the policy of HO.
∎ c. Prepare all procurement documents as per policy to maintain transparency.
∎ d. Ensure the quantity of materials and goods as procured.
∎ 3. HR Management. Ensure following responsibilities as instructed by HR&OD.
∎ a. Implement HR policies of Friendship.
∎ b. Maintain leave and attendees register.
∎ c. Maintain movement register.
∎ d. Handle Grievance and manage grievance come to notice or keep high authority informed.
∎ e. Develop coordination with projects to remain informed about the movement of personnel on duty or on leave.
∎ f. Remain informed about absence of duty, leave including station leave of all staffs of regional office including programs.
∎ 4. Financial Matters. Ensure followings as instructed by CFO/Finance Department:
∎ a. Responsible for preparing yearly budget covering admin, common expenditure and contingencies for regional office.
∎ b. Be associated in preparation of monthly fund requisition by PMs and others, check & compile them and send to respective desk at HO.
∎ c. Review the expenditure, check bills/vouchers and sign accordingly.
∎ 5. Field Operations {Coordination with Government of Bangladesh (GoB)/Other stakeholders}. Ensure following responsibilities as instructed by Field Operations, HO:
∎ a. Organize and conduct internal and external co-ordination and communication between HO, Projects and other related agencies (GO, NGO, INGO).
∎ b. Attend GO, NGO monthly coordination meeting in coordination with Field Operation and projects as and when required.
∎ c. Liaison with GoB stakeholders for organizing Workshop/Seminar/Fair/Day Observance at local level.
∎ d. Review relevant documents on NGO Bureau approvals and share with concerned stakeholders for necessary action.
∎ e. Maintain good coordination and liaison with the GoB counter parts.
∎ f. Take initiative to support program visit by GoB officials.
∎ 6. Project support:
∎ a. Assist to project in searching field level rental project office and/or purchasing/leasing property and finalise agreement in consultation with Head Office and Field Operations.
∎ b. Work closely with the project to identify for site/area selection.
∎ c. Develop effective communication mechanisms among the project teams to review project activities.
∎ d. Advise and assist project team members in the application of project procedures, disciplines and recording and reporting standards.
∎ e. Assist Sectors at Pre Project-set up and Post Project Wrap up.
∎ f. Provide support to the Field Operation team for smooth arrangement of national and international visitors movement.
∎ g. Provide support to the Sector(s) and CSUs to rapport building of Friendship including Media Liaison.
∎ 7. Crisis Management:
∎ a. Be aware of the issues and maintain risk and issue log with control records.
∎ b. Notify in writing or in meeting the relevant department heads and immediate supervisor.
∎ c. Take necessary steps to resolve the issue and instruct the project staff for any external crisis.
∎ d. Update supervisor, senior management and program head about issue and plan for long term solution if needed.
∎ 8. Emergency Support:
∎ a. Receive notification of natural and manmade disasters (including fires) in Friendship working areas.
∎ b. Inform senior management and program head of immediate action plan and assemble emergency team.
∎ c. Ensure safety and security of asset and staff during disaster.
∎ 9. Office Security:
∎ a. Conduct assessments of security needs of regional field offices and take necessary
∎ measures of security and safety of staff and asset.
∎ b. Perform firefighting training, mock drill at Regional Offices and Floating Hospitals.
∎ c. Ensure staff and visitors safety during journey over water by trawler/speed boat, etc.
∎ d. Share findings and report to supervisor for any risk and incident.
∎ 10. Coordination with Projects:
∎ a. Arrange weekly/monthly/quarterly meeting with Project Managers for sharing work progress and provide support as required.
∎ b. Attend quarterly meeting in Head Office with the issues with COO, Head of Admin and Sector Heads to update field status.
∎ c. Provides effective communication to management, employees, and other stake holders.
∎ 11. Collect Information:
∎ a. Collects and disseminates information about GoB policy in compliance with the project activities appropriate to the furtherance of organization’s goals and objectives.
∎ b. Guide local MIS officer in recording and presenting information of different projects.
∎ c. Maintain good communications with the HO MIS department.
∎ d. Share new information in an effective manner.
Additional Requirements:
∎ Have the experience to organize workshops, seminars, public hearing/ community score cards, Capacity development training on AIGA, leadership, service delivery etc.
∎ English and Bangla report writing.
