∎ Knowledge of or experience in political economy analysis (PEA), adaptive management and iterative approaches, and codesign processes with multiple stakeholders.

Responsibilities & Context:
∎ Support development, implementation, and monitoring of reform strategies and activities for PERI Issue-Based Reform Tracks. Support the PERI Team Leader and Reform Lead to coordinate, and strengthen the project’s overall program management tasks, activities, and systems
∎ Provide technical support and lead the development of high-quality program and donor reports, including quarterly reports, annual review reports, narrative work plans, contextual documents, programmatic analysis, concept notes for funding, presentations, program briefs, updating the PERI timeline tool (designed to capture important information relating to the program implementation), and other ad-hoc reports as required under the PERI program
∎ Collaborate with the Foundation’s Regional Governance Team to guide the Political Economy Analyses (PEA) commissioned for Issue-Based Reform Tracks, conduct Strategy Testing sessions to guide program design, as well as the development of other strategic and knowledge-building products. Identify capacity-building needs of partners and stakeholders and design and deliver training sessions, workshops, and other capacity-building activities on PEA, Thinking, and Working Politically (TWP) and adaptive practices and approaches
∎ Collaborate with the other specialized PERI team members in developing/updating Theory of Change, Logical Framework, Communications Strategy, and Stakeholder Analysis for each Issue-Based Reform Track
∎ Represent the PERI program at national and international forums, conferences, and events
∎ Identify, research, and write useful and engaging content (blog articles, case studies, social media posts) for target audiences on PERI Issue-Based Reform Track learnings and experiences, in collaboration with PERI team members and coalition members
∎ Manage the PERI Reform Team interns and provide guidance to them to conduct thorough literature reviews to provide comprehensive background information for ongoing and potential reform tracks

∎ The Asia Foundation in Bangladesh is looking for a skilled and self-driven candidate to serve as the Reform Coordinator for its ‘Promoting Effective, Responsive and Inclusive Governance in Bangladesh (PERI)’ program. The Reform Coordinator is a key member of the PERI Reform Team and will be specifically engaged to manage institutional reforms and implement activities for specific issue-based reform tracks.
∎ About the Program:
∎ The Asia Foundation (the Foundation) is implementing a five-year initiative entitled 'Promoting Effective, Responsive and Inclusive Governance in Bangladesh (PERI)' from 2023 through 2027. PERI is a locally led, adaptive governance project supported by the UK government’s Foreign, Commonwealth & Development Office (FCDO). The program will focus on more inclusive, peaceful politics and greater accountability of the state in Bangladesh. The end of the program outcome will see key policy and institutional reforms achieved in specific areas that overcome previously existing systemic constraints or bottlenecks and establish conflict resolution mechanisms that promote peaceful communities and harmonious forms of interparty interactions.
∎ The Reform Coordinator will be working primarily on Issue-Based Reform Tracks, under which several policy reform issues will be identified via Political Economy Analysis, stakeholder mapping, and other stakeholder consultations for testing with a coalition-building approach. The work under each Policy Reform Track involves assessing and identifying how a development challenge can be addressed through a change to a specific policy instrument or the systems and agencies involved in its implementation. Once identified, the PERI Reform team develops a strategy to facilitate that change which involves a series of relevant technical activities and stakeholder engagements. This process is referred to as policy reform work. The Issue-Based Reform Track programming adopts the tested and proven programmatic approach of coalition-building, spearheaded by the Foundations in the Philippines, Sri Lanka, and Nepal. This involves placing small bets or piloting initiatives to test ideas and assumptions, building relationships and networks, and reflecting and adjusting before moving on.
