∎ 1] Project Introduction:
∎ Project title: "EMPOWER: Promoting Socio-Economic Empowerment and Leadership for Women and Young Women in Forced Displacement and Host Community" - The project is funded by Women`s Peace Humanitarian Fund (WPHF) & Technical supported by UN Women Bangladesh. The overall objective is to contribute to the strengthening of the economic resilience of the forcibly displaced and underprivileged female community in the selected locations; build up their leadership and decision-making capabilities; and reduce the drivers of conflict and violence through improved social cohesion. The project takes the approach/strategy of improving economic resilience through skill building of women for livelihoods/self-reliance skills training, with the use of train-of-trainer (ToT) methodology; and capacitating women leaders from host communities and for camp governance to contribute to strengthening social cohesion. The project will provide skills and livelihood opportunities for the selected Rohingya women and young women in the chosen camps, with the aim of facilitating their reintegration when they can safely return home and help the long-term recovery and reconstruction of their communities in Myanmar. Furthermore, skill development training, entrepreneurial support and job placement shall be initiated for the selected women and girls in the host community, as well as rolling out of women`s leadership development activities as well as community engagement and social cohesion efforts.
∎ 2] Job Context:
∎ The Project Officer (PO) will be responsible for the successful implementation of Skills Development components through providing need basis support with the guideline of Project Manager in overall project locations in both Host & Rohingya Crisis Response. WFWP is seeking One (1) PO at present who will be responsible for delivering the below mentioned tasks and responsibilities accordingly. S/he will need to take on challenges to ensure a rapid, effective and timely response, holding responsibility of the effective delivery of project activities with the refugee beneficiaries for project`s achievements and results. The Project officer, under the direct supervision of Project Manager, is responsible for implementation of planned activities at assigned camp, coordination with CiC, and Site management. S/he will be the focal of the assigned camp and will participate in camp coordination meeting in absence of the project manager. The Project officer will mobilize the beneficiaries, Field Officers, Host Volunteers and Rohingya Volunteers. The Project Officer will take care the capacity building, management and mentoring of staff; humanitarian needs identification through monitoring of the evolving situation; context analysis to contribute to the development of future programs; Assess project needs, contribute in designing projects, meet quality standards in project delivery, encourage beneficiary participation, and liaise with other stakeholders.
Job Responsibilities:
∎ Ensure operationalizing of Project activities in the camps & host community as per SOP
∎ Ensure the timely selection of all beneficiaries maintaining the criteria and in consultation with CiC
∎ Ensure smooth implementation of project activities according to the agreed timeframe and detailed Implementation Plan
∎ Monthly program requisition and ensured execution plan in timely manner
∎ Training and volunteer services efficiently managed
∎ Ensure routine monitoring of the project activities and provide feedback against the finding
∎ Participating in the assessment of community needs and resources, collection of base line data to assist in project implementation
∎ Plan and monitor all field activities, i.e. appointments, meetings, training / service distributions, monitoring and beneficiary follow-ups
∎ Support services to logistics and supply of equipment's, materials, food and stationaries
∎ Ensure all expenditures according to WFWP financial policies and manual
∎ Managed activities with evidence-based tools
∎ Maintain close and timely coordination with CiCs, and site management
∎ Ensure timely reporting to Project Manager, Camp In charge and RRC
∎ Actively participate in weekly cooperatives partners meeting, cluster meeting, and camp coordination meeting
∎ Ensure field officers & volunteers performance objectives setting and evaluation of the performance in timely manner
∎ Ensure orientation, and capacity building initiatives for staff
∎ Monitor the training programs and engagement of volunteers
∎ Ensure the available data for daily update, weekly update and monthly report
∎ Ensure documentation of success
∎ Ensure inventory of not used materials, equipment's and stationary
∎ Assist project implementation team in conducting regular/monthly and need based meetings
∎ Regularly update the senior management on project progress and challenges in the field and ensure their timely solutions
∎ Ensure logistics and security to the project's staff as per organization's policies and procedures in coordination with Logistics department
∎ Create congenial/friendly working environment for all staff members and ensure appropriate learning culture adhering to all PSEA and safeguarding issues
∎ Attend training/orientation as and when asked by the organization/ project management and participate in meetings, workshops and other events organized by other stakeholders and represent the project
∎ Perform any other related duties or responsibilities when assigned by the organization/ project management
∎ Support Project Manager on providing monthly report, progress and achievement of each individual component
Additional Requirements:
∎ Minimum 05 years of professional experience particularly working in underprivileged community & NGO Environment
∎ Knowledge on Rohingya community is desirable and experience in the Rohingya Camp Context will be preferred
∎ Awareness on PSEA
∎ Excellent computer literacy especially MS applications
∎ Good communication, facilitation and motivational skills
∎ Strong writing and communication skills in English and Bangla
∎ Strong analytical, problem-solving, and decision-making capabilities
∎ Willingness and ability to work in hardship environments
∎ Excellent teamwork, and a proven track record of building trust within and empowering teams
∎ Good written reporting skills in English and effective interpersonal and negotiation skills
