Job Context:
∎ Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 October 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is implementing a project named `Child Protection Strengthening Systems in Cox`s Bazar District` at Cox`s Bazar Sadar and Ukhiya Upazilla under Cox`s Bazar district. The project is implemented by the support of `Save the Children in Bangladesh` and financed by `Foreign Affairs Ministry of Japan`. BTS is going to recruit the `Project Officer` for the mentioned project and the position`s desk office will be at Cox`s Bazar sad and Ukhiya.
∎ Project Name : Strengthening Child Protection Systems in Cox`s Bazar District
∎ The Project Officer is the responsible for Child Protection including supervising and supporting the quality implementation of activities related to community-based child protection in the project area. He or she is responsible for managing or leading on activities with children groups, Community Based Child Protection Committees (CBCPCs) and other community people under the supervision of the respective line managers.
∎ Employment Status: Full-time
∎ Tenure of Services Contract: 3 (Three) months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project`s lifetime.
∎ Job Location: Cox`s Bazar Sadar and Ukhiya Upazilla of Cox`s Bazar District

Job Responsibilities:
∎ Child protection team management and programme implementation:
∎ Directly manage the Union/ Pourashova Facilitators who are responsible for children groups, courtyard session with the parents groups and awareness raising, ensuring that they achieve their objectives and intended program results.
∎ Conduct performance reviews for staff; support them to set performance objectives and monitor progress.
∎ Plan, monitor and evaluate project progress, ensuring timely and quality project delivery, flagging any issues to the line manager.
∎ Provide coaching, mentoring and capacity building support to union/Pourashova facilitators
∎ Represent the organization in the community and to community leaders and actors, collaborating with other sectors.
∎ Ensure all child protection concerns identified are communicated in timely manner for response to the Case Management Coordinator.
∎ Ensure adherence to the Child Safeguarding Policy and reporting procedures.
∎ Strengthen Community based child protection:
∎ Responsible for strengthening sustainable child protection through community engagement and structures.
∎ Lead in the establishment and running of CBCPCs together with Union/Pourashova Facilitators, ensuring monthly meetings are taking place and minutes are documented.
∎ Manage and deliver trainings for CBCPCs & Youth groups
∎ Oversee awareness raising activities, including the development of key messages, session plans and monitoring activities.
∎ Ensure the effective running of child and adolescent groups.
∎ Experienced in organizing and facilitating trainings, workshops and meetings with government officials and community peoples.
∎ Strengthening and coordination mechanism with relevant stakeholders and Govt. Offices.
∎ Supervision and management of child protection case management services:
∎ Supervise and coach union/Pourashova facilitators and other relevant actors on the identification, assessment, documentation, case planning, service provision and referral (to relevant services) and follow-up of at-risk children and families.
∎ Support for case management services and alternative care are provided in line with the children act 2013 and SOP case management
∎ Support outreach and awareness raising activities to identify vulnerable
∎ Support the development of appropriate child protection information materials.
∎ Oversee the appropriate identification and screening, as well as follow up and monitoring, for foster families.
∎ Support the respective project officials (Manager, Deputy Manager, Case Management Coordinator and monitoring & documentation officer) in the ongoing capacity building of union/Pourashova facilitators.
∎ Oversee to ensure emergency need-based support to vulnerable children.
∎ Promote and facilitate union/Pourashova facilitators access to support to their own wellbeing
∎ Share information on field-level successes and challenges with the supervisor.
∎ Ensure that major challenges are flagged early, and addressed in an appropriate way.
∎ External and internal coordination and representation:
∎ Support on and keep up-to-date a map of existing services to which children and families can be referred to. Build collaborative relationships with organisation and service providers at the field level and support union facilitators to ensure effective referrals and collaboration.
∎ Work in close collaboration with CBCPCs to strengthen our relationship with the community and to strengthen the referral system.
∎ Work with the project management team to ensure close links between case management and our work with CBCPCs
∎ Ensure internal referral mechanisms (with other sectors) are in place and cases are appropriately managed and followed up when referred
∎ Coordinate with other agencies offering case management services to children on referral and transfer of cases
∎ Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders and families.
∎ Data management and data protection principles:
∎ Ensure that Union/Pourashova Facilitators respect confidentiality and follow ethical guidelines
∎ Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure Union Facilitators adhere to Information Sharing and Data Protection Protocol
∎ Ensure accurate case files are completed and that case management forms are utilised appropriately
∎ MEAL and Reporting:
∎ Work closely with the monitoring and evaluation team, provide support to develop and implement appropriate monitoring, evaluation and learning systems for child protection interventions, ensure links to report requirements.
∎ Provide timely and quality inputs to meet reporting requirements and timeline.
∎ Support in preparing quality and timely reports for donors and Senior Management with relevant materials.
∎ Ensure good practices are captured, documented and disseminated at project level and thematic programme level.
∎ Support to monthly report, quarterly report, half yearly report and annual report preparing.
∎ Others: Be able and willing to respond to natural disasters or emergency situations, when needed and any other task assigned by Supervisor and /or Senior Management of BTS.

Additional Requirements:
∎ Age at most 40 years
∎ Working Experience: Must have at least 3 years of experience in the relevant Filed.
∎ Applicants should have experience in the following business area(s): Working experience in Program in a National / International NGO.
∎ Experienced women are encouraged to apply.
∎ Work experience in Cox's Bazar regarding child protection system and community development at host community/Rohingya community will give priority in selection process
∎ Additional Requirements
∎ Able to work under pressure and willing to frequent travel to all Union and Pourashova of Cox's Bazar Sadar and Ukhiya Upazilla of Cox's Bazar district.
∎ Knowledge in community development, ability to work under timeline, strong partnership development skills, facilitating participatory training, conducting the workshop, brainstorming sessions, focus group discussions, simulation, seminars, meetings, strong interpersonal skills, team-building capacity, problem-solving skills.
∎ Good writing and speaking skills in English and Bangla.
∎ Must have computer skills in MS Word, Excel, PowerPoint.
∎ Experience to drive Motorcycle and have valid motorcycle driving license.

Salary:
∎ Gross: Taka 47,667/=

Compensation & Other Benefits:
∎ 2 days weekend
∎ Office time, Annual Leave, Increment & other facilities will be applicable as per 'Recruitment and Human Resource Management Policy' of Breaking the Silence and the facilities will be applicable also based on available resources in the project budget.
