Job Context:
∎ BLAST is seeking applications from qualified candidates for the position of ‘Project Manager for the PLARC project based in cox’s bazar. It is a Three-year (2020 – 2022) Legal assistance and social protection programme, supported by the UNHCR, and implemented by BLAST. The programme aims to Legal assistance services are provided to ensure refugees have access to justice. Also Refugees have access to formal justice mechanisms.
∎ Employment start: As soon as possible.
∎ Contract duration: Initially 1 (one) year but renewable.
∎ Place of work: Ukhya, Cox’s Bazar.
∎ No. of Position: 01.
Job Responsibilities:
∎ Provide strategic direction to the project team in the areas of Project Implementation and internal and external communication as well as develop strategic plan and implementation strategies related to the Rohingya response projects of BLAST.
∎ Strengthen the organizational representation in the external forums and maintain strategic engagement with key government stakeholders, ISCG, PWG to advocate for refugee rights, policies, strategies, and actions.
∎ Oversee, guide and support staff in carrying out protection work at camp level and way forward of the challenges to implement the project activities smoothly.
∎ Review the project report and document the project learning and success stories of the Rohingya response projects of BLAST
∎ Lead to handle litigation specific cases, with the ultimate goal of promoting a highly efficient and effective process.
∎ Partner with litigation case teams to outline, determine, and implement case data management.
∎ Evaluate/assess litigation specific cases as well as the related procedures.
∎ Assist project team with planning and budgeting.
∎ Ensure client events requiring multiple integrated resources, such as off-site trials, receive appropriate and coordinated support.
∎ Answers incoming/initiates outgoing calls to clients.
∎ Arrange capacity building training session for project team on project operating procedures to deliver the appropriate response to clients.
∎ Consults with clients to determine service needs.
∎ Recommend and take proper approval for litigation according to organizational policies/guidelines.
∎ Ensure proper distribution of cases among panel lawyers in consultation with the Management Committee.
∎ Prepare quantitative and qualitative reports periodically and as per need.
∎ Contribute to periodic project reports and event reports as required.
∎ Determine appropriate monitoring/evaluation methods for individual approaches.
∎ Develop data collection/evaluation methods and ensure appropriate tools/techniques.
∎ Ensure data collection, compilation, analysis and documentation.
∎ Monitor targets and track progress, both in terms of budget and implementation plan.
∎ Maintain regular contact with donor and appropriate stakeholders particularly in government, NGOs and communities.
∎ Maintain and strengthen existing partnerships through networking with the organizations and representing the organization and the project in particular.
∎ Ensure that all the positions in the project are filled with skilled staff in a timely manner, and are being served with adequate guidance so that they could perform their jobs properly.
∎ Ensure timely performance planning and appraisal as per BLAST policy and keep close relation to HR Cell.
∎ Provide continuous support and develop supporting working environment in the team where the team members can contribute their best.
∎ Ensure the staff based in the project areas are adequately supported and motivated through proper logistic and mentoring support.
∎ Develop team spirit and cooperative attitudes among project personnel.
∎ Check and approve all related travel expenses report, bill, vouchers, staff leave, and purchases with the help of relevant cells in HO.
∎ S/he will perform all regular duties under the supervision of the Respective Cell Head and will maintain constant contact with Cell Head/DD, Programme/DD-legal & DD- Finance if needed.
Additional Requirements:
∎ At least 5 years experience in NGO/INGO or development organizations.
∎ Should have excellent experience in managing programme activities
∎ Should be an outcome-oriented person.
∎ Good knowledge in planning, budgeting, staff management and relevant task for managing projects.
Salary:
∎ Tk. 55000 - 60000 (Monthly)
∎ Salary, Benefits and allowances: commensurate with experience and BLAST’s salary scale and policy, Costs for fieldwork will be borne by BLAST according to its policies.

∎ Weekly 2 holidays
