Experience Requirements:

 At least 8-10 years of relevant working experience in project coordination/management, preferably in education, humanitarian response, adolescent and youth development or Rohingya response programming.

 Experience in Education in Emergencies (EiE), FLN, SEL, CBLF-based education, adolescent/youth programming and community engagement will be considered an added advantage.

Job Requirements :

 Strong knowledge and practical experience in Education in Emergencies (EiE), FLN, CBLF management, SEL, adolescent and youth development, child protection, safeguarding, and community engagement.

 Proven skills in project coordination, team management, workplan implementation, budget monitoring, M&E/MERL (Monitoring Evaluation Research and Learning) , reporting, and ensuring donor compliance.

 Strong communication, coordination, and stakeholder engagement skills with government authorities, donors, partners, CiC offices, Site Management, and other humanitarian actors.

 Excellent written and verbal communication skills in Bangla and English, computer proficiency, and ability to manage multiple priorities under a multi-stakeholder environment. Knowledge of the local language will be an asset.



Responsibilities & Context:

Jagorani Chakra Foundation (JCF) is a national voluntary social welfare organization. JCF is implementing Steps to a Bright Tomorrow: Education for Adolescents and Youth in Cox’s Bazar (JPF- 8) & Education and Human Resource Development for Displaced Youth in Cox’s Bazar (JPF- 9) project supported by Plan International Bangladesh. To ensure the quality implementation of the project, JCF intends to recruit project staff from qualified candidates of Bangladeshi nationals.

Job Responsibilities:

1. Project Planning and Leadership

• Lead the overall planning, coordination and implementation of JPF-8 and JPF-9 in compliance with the project agreement, approved budget, detailed implementation plan and donor requirements.

• Prepare, review and regularly update detailed implementation plans, monthly and quarterly workplans, procurement plans, field visit plans and staff responsibility matrix.

• Ensure that project activities are implemented on time, on target and within budget, while maintaining agreed quality standards.

• Identify implementation risks, bottlenecks and operational challenges early and ensure timely escalation to JCF management and Plan International Bangladesh, as appropriate.

• Facilitate regular monthly project review meetings and follow up on agreed action points with project and support teams.

• Ensure timely preparation and follow-up of Needs Assessment, FD-7 related and camp-level approval documents in coordination with JCF and Plan International Bangladesh.

2. Effective Project Management and Implementation

• Manage the implementation of education interventions, including FLN, SEL, CBLF management, youth-led activities, parenting Session and CESG/community engagement, learner support, school/learning facility support and other approved project activities.

• Provide technical and operational guidance to field teams to ensure safe, inclusive, gender-responsive, disability-inclusive and protection-sensitive implementation.

• Ensure that learning spaces and project activities are managed in a way that supports learner safety, participation, attendance, retention and wellbeing.

• Conduct regular field visits to camps and host community sites to monitor implementation quality, identify gaps and provide timely support to field teams.

• Ensure effective coordination among project, technical, field and support teams, including HR, Finance, Admin, Logistics, Procurement, MERL (Monitoring Evaluation Research and Learning) and Safeguarding.

• Ensure project activities are implemented in line with humanitarian principles, accountability commitments, donor visibility guidelines and organizational standards.

3. Budget, Administrative and Financial Management

• Support preparation and submission of FD-6/FD-7/FC-1 and other required government documents in coordination with PIB and relevant authorities.

• Monitor budget utilization, expenditure trends, variances, financial documentation, and Budget versus Actual (BvA) to ensure effective and compliant use of project resources.

• Support preparation and review of costed workplans, budget revisions, fund requests, procurement plans, and expenditure forecasts.

• Coordinate with Finance, Admin, Logistics, Procurement, and project teams to ensure timely procurement, payment processing, asset management, and compliance with donor and organizational requirements.

4. Staff Supervision and Capacity Building

• Supervise, guide, coach and support project staff to ensure clear understanding of roles, responsibilities, targets and quality expectations.

• Identify staff capacity gaps and coordinate relevant training, mentoring, refresher sessions and on-the-job support.

• Support field teams to apply project tools, facilitator guidance, monitoring formats, accountability processes and safeguarding standards correctly.

• Promote teamwork, respectful communication, problem solving and knowledge sharing among project staff.

• Ensure regular communication flow between field teams, JCF management, support departments and Plan International Bangladesh.

5. Monitoring, Evaluation, Research and Learning (MERL), Reporting and Documentation

• Work closely with the project and Plan’s MERL team to ensure effective monitoring, data collection, data verification, indicator tracking, and evidence-based reporting.

• Ensure project monitoring tools, attendance records, assessment results, distribution records, feedback records and other source documents are properly maintained and used for decision-making.

• Support data quality checks and ensure consistency between field records, partner reports, donor reports and supporting evidence.

• Prepare and submit timely monthly, quarterly, annual and final narrative/financial reports, including FD-7 reports, in compliance with Plan, donor and government requirements.

• Ensure timely collection, verification and submission of case stories, success stories, photos, learning notes, monitoring findings and other documentation required for donor reporting and visibility.

• Ensure community feedback and accountability findings are reviewed and used to improve project implementation.

6. Coordination and External Representation

• Maintain effective coordination and working relationships with key stakeholders, including UNO, UEO, Camp-in-Charge (CiC), Site Management, Education Sector actors, local administration, community structures, other organizations and donors/funding agencies.

• Attend relevant coordination meetings at camp, Upazila and Cox’s Bazar level, as assigned by JCF management.

• Represent JCF professionally in project-related meetings, workshops, donor visits, field visits and coordination forums.

• Coordinate with Plan International Bangladesh Project Focal, M&E/MERL, Finance, Safeguarding and other technical teams for guidance, quality assurance, reporting and compliance.

7. Safeguarding, PSEA, Accountability and Risk Management

• Ensure a safe, inclusive, and protection-sensitive working and learning environment by preventing safeguarding risks, exploitation, abuse, harassment, bullying, and discrimination.

• Ensure compliance with JCF, Plan, and donor policies on Child Safeguarding, PSEA, Gender, Anti-Fraud, Whistleblowing, and other relevant standards across project activities.

• Promote accountable programming through accessible feedback mechanisms and ensure safeguarding, protection, and accountability concerns are reported through appropriate channels while maintaining confidentiality.

You will be reportable to Director (Program), JCF for your activities and performances.



Job Other Benifits:

    Consolidated Tk. 1,00,901 per month and other admissible benefits as per organizational policy as well as the project.
