Experience:
Master's degree in Development Studies, Social Sciences, Public Administration, Disaster Management, Business Administration, International Development, Environmental Science, or a related discipline.
Minimum 5-8 years of progressively responsible experience in managing multi-sector development programmes.
At least 3–5 years in a senior management or programme leadership position.
Demonstrated experience managing donor-funded projects involving partnerships with NGOs, CBOs, and government institutions.

Mission of the Position:
The Programme Manager is responsible for providing strategic leadership, technical oversight, and overall management of the STEP Project to ensure effective, timely, and high-quality implementation of project interventions. The position leads project planning, partnership management, organizational capacity strengthening, livelihood programming, disaster risk reduction (DRR), child protection, safeguarding, financial oversight, donor compliance, monitoring, and stakeholder engagement while ensuring project objectives and sustainability.

Key performance areas and main responsibilities:
Programme Leadership and Management
Provide overall strategic leadership and management of the STEP Project in accordance with approved project documents, donor requirements, organizational policies, and national regulations.
Lead the planning, implementation, monitoring, and timely delivery of all project activities and outputs.
Develop and oversee annual work plans, implementation schedules, procurement plans, risk registers, and project budgets.
Ensure integration and coordination of all project components, including organizational capacity strengthening, livelihoods, disaster risk reduction, and child protection.
Ensure project implementation remains adaptive, evidence-based, and responsive to community needs.
Technical Quality Assurance
Provide technical guidance to ensure quality implementation of project interventions.
Lead organizational capacity strengthening initiatives for Community-Based Organizations (CBOs), Community Own Resource Persons (CORPs), and local partners.
Ensure quality implementation of livelihood, entrepreneurship, VSLA, climate resilience, DRR, child protection, safeguarding, and community development activities.
Promote innovation, learning, and continuous quality improvement throughout project implementation.
Ensure safeguarding, child protection, gender equality, disability inclusion, and accountability are mainstreamed across all interventions.
Partnership Management
Manage relationships with the implementing partner and ensure compliance with partnership agreements.
Support partner capacity strengthening through coaching, mentoring, technical assistance, and regular performance reviews.
Facilitate regular coordination meetings with project partners and community stakeholders.
Ensure effective coordination among project staff, technical specialists, consultants, and implementing partners.
Financial and Grant Management
Oversee project budget implementation and expenditure to ensure efficient and effective utilization of resources.
Monitor financial performance against approved budgets and work plans.
Ensure compliance with donor requirements, procurement procedures, financial policies, and internal controls.
Review financial reports and support timely budget forecasting and revisions where necessary.
Monitoring, Evaluation, Accountability and Learning (MEAL)
Ensure effective implementation of the project's monitoring, evaluation, accountability, and learning framework.
Monitor project performance against indicators, milestones, and targets.
Review progress reports and use monitoring findings to improve programme quality.
Promote documentation of lessons learned, best practices, innovations, and success stories.
Ensure timely preparation and submission of high-quality narrative reports and donor reports.
Coordination and Representation
Represent the project in coordination meetings with government departments, development partners, UN agencies, NGOs, and relevant coordination platforms.
Maintain strong working relationships with district and upazila administrations, sectoral departments, and local government institutions.
Strengthening collaboration with Community-Based Organizations (CBOs), local CSOs, and community leaders.
Represent SOS Children's Villages Bangladesh in relevant technical working groups and coordination forums as delegated.
Team Leadership and Human Resource Management
Provide leadership, supervision, coaching, mentoring, and performance management to project staff.
Foster a collaborative, inclusive, and high-performing team culture.
Identify staff capacity development needs and facilitate professional development opportunities.
Ensure staff compliance with organizational policies, safeguarding standards, and the Code of Conduct.
Risk Management and Compliance
Identify programme risks and develop appropriate mitigation strategies.
Ensure compliance with organizational policies, donor regulations, safeguarding standards, and legal requirements.
Promote accountability, transparency, ethical practices, and effective risk management throughout project implementation.
Resource Mobilization and Sustainability
Support documentation of project achievements for resource mobilization and organizational learning.
Strengthen sustainability strategies by building the capacity of local institutions and promoting community ownership.
Identify opportunities for partnerships, innovation, and programme expansion.
Other Responsibilities
Perform any other duties assigned by the Line Manager or senior management to support organizational priorities.
