Key competencies required:
Minimum 2–3 years of professional experience in Monitoring, Evaluation, Accountability and Learning (MEAL), research, data management, or project monitoring within development or humanitarian programmes.
Experience in conducting surveys, field monitoring, data verification, and beneficiary database management.
Experience using digital data collection platforms (e.g., KoboToolbox, ODK, SurveyCTO, CommCare, or similar applications) will be an advantage.
Experience of partnership management.

Mission of the Position:
The Assistant Project Officer – Monitoring, Evaluation, Accountability and Learning (MEAL) is responsible for supporting the implementation of the project's Monitoring, Evaluation, Accountability, and Learning (MEAL) system to ensure timely collection, verification, analysis, and reporting of high-quality programme data. The position assists in tracking project progress, monitoring performance against approved indicators, maintaining project databases, and supporting evidence-based decision-making to improve programme quality and accountability.
Working closely with the Project Officer (MEAL), Programme Manager, implementing partner, and project staff, the Assistant Project Officer (MEAL) will support field monitoring, digital data collection using platforms such as KoboToolbox and PDB2, data quality assurance, beneficiary database management, and routine reporting. The incumbent will also facilitate community feedback mechanisms, assist in conducting baseline, endline, and periodic assessments, document lessons learned and success stories, and contribute to organizational learning and donor reporting.
The Assistant Project Officer (MEAL) will support the effective monitoring and documentation of all project components, including organizational capacity strengthening, livelihoods, disaster risk reduction (DRR), and child protection, while ensuring compliance with organizational MEAL standards, safeguarding principles, data protection requirements, and donor reporting guidelines.

Job Responsibilities:
Monitoring and Data Collection
Support implementation of the project's Monitoring, Evaluation, Accountability and Learning (MEAL) framework.
Collect, verify, compile, and maintain quality project data in accordance with approved indicators and reporting requirements.
Conduct routine field monitoring visits to verify project implementation and progress.
Support baseline, endline, organizational capacity assessments (OCA), surveys, beneficiary profiling, and other assessments.
Monitor progress against project indicators, targets, work plans, and implementation schedules.
Ensure timely collection of sex-, age-, and disability-disaggregated data (SADDD) where applicable.
Verify beneficiary information and maintain updated project participant databases.
Data Management and Reporting
Maintain electronic and hard-copy databases for project activities, beneficiaries, trainings, and community structures.
Ensure data quality through regular validation, cleaning, and verification.
Compile monthly, quarterly, and annual monitoring data for project reporting.
Prepare statistical summaries, dashboards, charts, and data visualization to support programme management.
Support preparation of donor reports, organizational reports, and management information as required.
Archive monitoring records, assessment reports, attendance sheets, and supporting documentation.
Accountability and Community Feedback
Support implementation of Community Feedback and Response Mechanisms (CFRM).
Collect, document, and follow up on community feedback, complaints, and suggestions.
Ensure beneficiaries are aware of project objectives, selection criteria, safeguarding commitments, and available feedback channels.
Support accountability activities through community meetings, focus group discussions, and beneficiary consultations.
Maintain confidentiality and ensure appropriate handling of sensitive information and safeguarding-related concerns.
Learning and Knowledge Management
Support documentation of lessons learned, good practices, innovations, and success stories.
Assist in preparing case studies, learning briefs, and knowledge products.
Participate in project review meetings and contribute evidence for adaptive programme management.
Support dissemination of monitoring findings to project staff and implementing partners.
Promote organizational learning through regular sharing of monitoring results and recommendations.
Coordination and Capacity Building
Provide technical support to project staff and implementing partners on data collection tools and reporting formats.
Support orientation and refresher sessions for staff, volunteers, and community structures on MEAL tools and procedures.
Coordinate with programme staff to ensure timely submission of monitoring information.
Work closely with the National Office MEAL team to ensure compliance with organizational standards and reporting requirements.
Other Responsibilities
Ensure compliance with organizational policies, safeguarding standards, data protection, and ethical data collection practices.
Perform any other duties assigned by the Programme Manager or Line Manager to support effective implementation of the project.
