Education:

Experiences:

  • At least 3 years of experience in quality control or quality assurance within the textile or garment industry.

  • Working experiences in Quality Assurance and Quality Control Department with Quality Assurance and Control Systems, Fabric Inspection and Testing, Production Process Monitoring and Final Product Inspection in renowned RMG Factory and in handcrafted production.

  • Experience in Rohingya Camp Context will be preferred.

Responsibilities & Context:

Job Nature: Full-time (Contractual Up to December 2026, Might be Extended Upon Project Renewal)

Project Brief:

  • Since 2022, under the technical guidance of UNHCR’s Livelihoods Unit, the Centre for Natural Resource Studies (CNRS) has been implementing comprehensive livelihoods and vocational skills development interventions for Rohingya refugees in Cox’s Bazar and Bhasan Char. As part of the UN Joint Programme for Skills Development (JPSD), also known as Improving Skills and Economic Opportunities in Cox’s Bazar (ISEC), CNRS delivers Level-1 vocational training aimed at enhancing employability and economic resilience among refugees.

  • The vocational training component focuses on transferable, market-relevant skills aligned with labor market needs in both Myanmar and the refugee camp context. Training is provided in multiple trades, including Concreter (CON), Solar (PV) System Installation and Maintenance (SM), Caregiving (CG), Small Engine Mechanic (SEM), and Bakery and Pastry Staff (BPS). Beneficiaries are selected through a prequalification process that considers labor market demand, skill applicability, and individual suitability. The overall objective is to empower refugees with practical skills that support productive engagement within the camps and prepare them for potential return and reintegration into Myanmar.

  • Complementing vocational training, CNRS also implements livelihoods interventions through multiple production centers—such as eco-friendly bag, reusable sanitary pad, apparel, and other income-generating units—where refugee women, particularly from female-headed households, participate in skill development and dignified work opportunities. These centers play a vital role in strengthening household well-being, enhancing economic self-reliance, and promoting community resilience.

  • To further enhance labor mobility and employability, the Economic Mobility Pathways Pilot (EMPP) Programme—previously known as the Complementary Pathways Programme (CPP) and now implemented as Language and ICT Training—was introduced in late 2023. From 2024 onward, selected competent graduates from Level-1 vocational training receives additional support through English language training, work-readiness and cultural orientation, and basic ICT skills, based on a rigorous and holistic assessment process led by UNHCR. The project overall aims to improve employability, increase labor mobility, and promote economic empowerment among Rohingya graduates.

Part I: Job Statement

  • The primary objective of this position is to support the delivery of high-quality, efficient, and accountable services and production within the Project. The incumbent will play a key role in ensuring that production processes and operational activities across the assigned centers are carried out effectively, in line with UNHCR and CNRS standards, and that outputs meet the required quality benchmarks. The position contributes directly to improving production efficiency, maintaining compliance with established guidelines, and supporting refugee participants to gain skills and benefit from safe and reliable livelihood opportunities.

Part II: Job Responsibilities and Tasks

A. Key Activities:

  • Developing, implementing, and maintaining quality control systems to ensure that all products meet the required standards.

  • Ensuring compliance with international quality standards such as ISO, AQL (Acceptable Quality Level), and customer-specific requirements.

  • Supervise day-to-day quality assurance activities & ensure the quality of the products as per requirement and standard.

  • Check the layout plan of the production house to achieve maximum production

  • Prepare cost analysis of samples & final products.

  • Expertise in inspecting raw materials (fabrics) for defects, color consistency, and durability.

  • Responsible for each aspect of quality control (rejection rate within a satisfactory level, follow QC inspection checklist on finished product) of the finished product, production output & on-time shipment.

  • Implement and maintain quality control procedures to ensure that finished garments meet established quality standards.

  • Conducting various tests on fabrics, including tensile strength, colorfastness, shrinkage, and pilling resistance.

  • Verify the quality of raw materials and accessories prior to the start of production.

  • Conduct regular inspections of finished products to identify and address any defects or discrepancies.

  • Supervise and lead a team of finishing staff, including quality control inspectors, packers, and shipping personnel.

  • Maintain accurate records and provide quality control reports to the relevant supervisor.

  • Proficiency in maintaining quality control documentation, including inspection reports, non-conformance reports, and corrective action plans.

  • Communicate regularly with quality assurance teams, and other relevant stakeholders to address concerns and provide updates on finishing department activities.

  • Arrange for the dispatch of finished goods and take measures to transfer balances to stores for reconciliation.

  • Ensure the preparation of on-time reports, checklists for managerial decision-making.

  • Prepare reports, including the Finished Goods Report and Stock Reconciliation Report, to provide insights into the status of finished goods and inventory.

  • Any other tasks assigned by the Project Management Unit.

B. Core Competencies (Knowledge, Ability & Attitude):

  • In-depth knowledge of international quality standards such as AQL (Acceptable Quality Level), ISO standards, and customer-specific requirements.

  • Expertise in conducting fabric and garment testing, including colorfastness, shrinkage, tensile strength, and seam quality.

  • Ability to identify and categorize defects in fabrics and finished garments.

  • Proficiency in maintaining quality control documentation, including inspection reports, non-conformance reports, and corrective action plans.

  • Ability to supervise quality assurance activities independently in a team and manage tasks daily without supervision

  • Strong analytical, problem-solving, and decision-making capabilities

  • Willingness and ability to work in hardship environments

  • Excellent teamwork, and a proven track record of building trust within and empowering teams

  • Diplomacy, tact and negotiating skills are essential

  • Previous exposure to UN sector approach at field implementation level

  • Excellent verbal and written communication, presentation and reporting skills in English and effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups.
