In Bangladesh, Helen Keller Intl has a strong history of partnership with the Government of Bangladesh and development partners to strengthen systems and improve outcomes in nutrition, eye health, WASH, and livelihoods. Helen Keller’s programs prioritize remote, hard-to-reach, and marginalized communities, including those in the Chittagong Hill Tracts (CHT).

PROJECT OVERVIEW

The Project “Access to and Utilization of Lifesaving Services by Access to and Utilization of Lifesaving Services by Marginalized Communities in Chittagong Hill Tracts in Bangladesh” seeks to restore and scale up essential nutrition, WASH and livelihood services in the three hill districts — Bandarban, Rangamati and Khagrachari. The project focuses on enhancing community resilience, ensuring that marginalized ethnic and rural populations have equitable access to lifesaving interventions and strengthening local systems for sustainable service delivery.

Key Interventions:

  • Mass screening of children aged 6–59 months for early detection of acute malnutrition
  • Management of Severe and Moderate Acute Malnutrition (SAM/MAM) through 26 SAM Units at district and upazila health facilities
  • Emergency nutritious food and cash-based livelihood support to nutritionally vulnerable households
  • Expansion of sustainable safe water and sanitation infrastructure
  • Capacity strengthening of government health service providers effective service delivery

Helen Keller Intl will lead this project, working closely with technical and implementing partners and government stakeholders to ensure coordinated, high-impact programming across the three CHT districts.

POSITION SUMMARY

The Operations Manager provides overall operational, administrative, financial, and logistical management support for the project. S/he will ensure that project operations run smoothly and efficiently across the three districts in full compliance with Helen Keller Intl policies and procedures.

The Operations Manager will oversee procurement, inventory, fleet management, finance coordination, partner contract management, and human resource operations for the project. This position plays a critical role in supporting the Team Leader and other team members to ensure timely delivery of activities and financial accountability across all partners and project components.

SUPERVISES: Admin and Logistics Officer, Finance Assistant

KEY RESPONSIBILITIES

1. Operations and Administration

  • Lead the planning and management of project operations across CHT districts to ensure efficiency and compliance with Helen Keller’s standards.
  • Maintain an effective administrative system for logistics, procurement, asset management, and recordkeeping.
  • Support district offices in managing their day-to-day operational needs, including travel arrangements, office maintenance, and staff administration.
  • Develop and monitor operations plans and SOPs that reflect Helen Keller’s operational policies and contextual realities of CHT.
  • Coordinate between Dhaka Operations and district teams for timely logistics and supply chain support to program activities (e.g., nutrition commodities, construction materials for WASH facilities).

2. Procurement and Supply Chain Management

  • Lead procurement planning and execution in alignment with the project’s work plan and budget.
  • Ensure transparent and competitive procurement of goods and services in accordance with Helen Keller’s and donor policies.
  • Oversee inventory tracking, asset management, and distribution systems for nutrition supplies and equipment across districts.
  • Maintain vendor database and support contract negotiations and performance monitoring.
  • Work closely with technical teams to ensure timely delivery of inputs for nutrition, livelihood, and WASH activities.

3. Financial and Compliance Management

  • Support the Team Leader and Finance Manager to ensure effective budget execution and monitoring.
  • Review district and partner financial reports for accuracy, completeness, and compliance.
  • Oversee financial processes such as petty cash management, expense reporting, and liquidations from district offices.
  • Support partner financial management and conduct spot checks to ensure compliance with sub-award agreements.
  • Facilitate internal and external audits and ensure timely follow-up on recommendations.

4. Human Resource and Partner Support

  • Coordinate with the HR department to support recruitment, orientation, and contract management for project staff.
  • Oversee staff attendance, leave management, and HR documentation at the district level.
  • Ensure compliance with Helen Keller’s policies on safeguarding, gender equity, and security.
  • Provide operational support to technical and implementing partners in establishing field offices, recruitment, and logistical arrangements.
  • Strengthen partner capacity in administrative and financial management through mentorship and on-the-job support.

5. Fleet, Asset and Logistics Management

  • Manage project transport resources across districts to ensure efficient and safe travel of staff and materials.
  • Oversee vehicle maintenance and logbooks and ensure adherence to Helen Keller’s safety protocols.
  • Maintain an up-to-date asset register and conduct periodic physical verifications.
  • Support distribution of project inputs and equipment to field locations and partner organizations.

6. Coordination and Reporting

  • Contribute to monthly and quarterly project progress reports by providing comprehensive operations and financial updates.
  • Participate in project management meetings and support decision-making with operational data and analysis.
  • Ensure timely communication and coordination with the Dhaka Country Office for logistics, finance, and HR issues.
