Name of Project: Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT)
Project Context: SHIFT will deliver integrated, inclusive, and sustainable WASH services across targeted Rohingya camps in Teknaf and Ukhiya and host communities in the assigned area. The project will priorities operation, maintenance and upgrading of existing water supply, sanitation, bathing, solid waste, and faecal sludge management infrastructure, while ensuring disability-friendly access and WASH Sector compliance. It will strengthen water quality monitoring, community led FRC checks, hygiene promotion, MHM support, WASH NFI distribution and accountability through a harmonized CFM. By promoting 3R-based waste management, MRF operations, tri-composting, local production of MHM kits and soap, and community ownership, SHIFT will enhance local resilience and localization.
Objectives of the position: The MIS, Documentation and Reporting Officer ensures effective management of project information, documentation, reporting and data quality. The role supports timely decision-making, accurate records, evidence-based monitoring, knowledge management and compliance with organizational, donor and project requirements through reliable data systems.
Job Description / Responsibility
Develop, implement, and maintain the project's Management Information System (MIS) to support effective project planning, implementation, monitoring, and reporting.
Establish and maintain an effective project-level information management system, including databases, electronic filing systems, and data repositories.
Develop and maintain beneficiary databases, activity tracking systems, service mapping, contact lists, and other project information management tools.
Collect, compile, verify, analyze, and manage project data from field teams, ensuring accuracy, completeness, consistency, timeliness, and confidentiality.
Ensure the secure storage, regular backup, and protection of project data to prevent data loss and unauthorized access.
Develop and maintain reporting formats, dashboards, data visualization tools, and other MIS products to support evidence-based decision-making.
Analyze project performance data and generate management information to monitor progress against project indicators, outputs, outcomes, and targets.
Support the implementation and regular updating of the project's Results-Based Monitoring Framework, MEAL Plan, Annual Operational Plan (AOP), monitoring calendar, and field monitoring plan.
Support the design and implementation of monitoring, evaluation, assessments, surveys, data quality assessments (DQAs), and learning activities.
Prepare daily, weekly, monthly, quarterly, annual, and final project reports, including quantitative and qualitative analyses, in accordance with organizational and donor requirements.
Support the preparation and submission of donor reports, information requests, presentations, infographics, and other reporting products.
Prepare case studies, success stories, factsheets, lessons learned, and other knowledge management products to document project achievements and best practices.
Maintain complete, accurate, and well-organized project documentation, records, meeting minutes, correspondence, and electronic filing systems.
Prepare and circulate minutes of coordination meetings, technical meetings, and project review meetings, and follow up on agreed action points.
Maintain and regularly update camp-level information, including service mapping, 4W information, stakeholder contact lists, and other information management products.
Share project information, reports, and data with the Project Manager, consortium partners, relevant government authorities, WASH Sector partners, and other stakeholders in accordance with approved information-sharing protocols.
Coordinate with technical, engineering, programme, and support teams to ensure timely data collection, reporting, and documentation.
Support the Community Feedback and Response Mechanism (CFRM) by maintaining feedback records, analyzing trends, and generating reports to improve project performance.
Conduct routine data quality checks and recommend corrective actions to improve data accuracy, reliability, and reporting quality.
Build the capacity of project staff on MIS, MEAL systems, standardized monitoring tools, data quality standards, reporting requirements, and information management procedures.
Support donor monitoring visits, evaluations, audits, assessments, and learning events by providing accurate documentation and information.
Ensure compliance with organizational policies, donor requirements, data protection principles, and information management standards.
Promote accountability, transparency, learning, and continuous improvement through effective information management and reporting.
Ensure the safety, dignity, and well-being of staff, volunteers, contractors, and community members by preventing abuse, neglect, harassment, exploitation, and discrimination.
Promote and comply with organizational Safeguarding, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), Child Protection, Accountability to Affected Populations (AAP), and Code of Conduct policies.
Immediately report any safeguarding or PSEAH concerns through the approved organizational reporting mechanisms while maintaining confidentiality and a survivor-centered approach.
Perform any other duties assigned by the Project Manager.
