  • The Project Engineer, WASH provides technical leadership in the planning, design, implementation, supervision, quality assurance and monitoring of WASH infrastructure. The role ensures compliance with standards, regulations, and donor requirements, using AutoCAD, Microsoft Office, and engineering design software. The position also guides staff, contractors, and communities, ensuring coordination, reporting, problem-solving, safeguarding, PSEAH and humanitarian accountability.



Responsibilities & Context:

Anando (Promotion of Culture and Youth Resource Development) is a non-government, non-political and non-profitable national organization, established in 1997 and its mission is to strive for culture of development and peace through integrated development approach, which enables individuals and communities to become self-reliant. Anando is inviting application for the Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT) Project of Cox’s Bazar financial supported by Foreign, Commonwealth & Development Office (FCDO) and Fund Managed by BRAC.

Contract period: 16.07.2026 to 31.03.2027.
Proposed start date: 16th of June 2026.
Name of Project: Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT)
Project Context: SHIFT will deliver integrated, inclusive, and sustainable WASH services across targeted Rohingya camps in Teknaf and Ukhiya and host communities in the assigned area. The project will priorities operation, maintenance and upgrading of existing water supply, sanitation, bathing, solid waste, and fecal sludge management infrastructure, while ensuring disability-friendly access and WASH Sector compliance. It will strengthen water quality monitoring, community led FRC checks, hygiene promotion, MHM support, WASH NFI distribution and accountability through a harmonized CFM. By promoting 3R-based waste management, MRF operations, tri-composting, local production of MHM kits and soap, and community ownership, SHIFT will enhance local resilience and localization.
Objectives of the position: The Project Engineer, WASH is responsible for providing overall technical leadership for the planning, design, implementation, supervision, quality assurance, and monitoring of WASH infrastructure under the project. The position ensures that all engineering interventions comply with approved designs, WASH Sector standards, donor requirements, organizational policies, and relevant government regulations. The Project Engineer also provides technical guidance to project staff, contractors, and community structures to ensure safe, sustainable, resilient, and high-quality WASH services.
Job Description / Responsibility
1. Technical Planning and Design

  • Lead the technical planning, design, and implementation of all WASH infrastructure activities.

  • Prepare, review, and update engineering drawings using AutoCAD and other engineering software.

  • Prepare Bills of Quantities (BoQs), cost estimates, technical specifications, and tender documents for all WASH infrastructure.

  • Prepare revised engineering designs and BoQs based on donor recommendations, site conditions, and project requirements.

  • Conduct technical assessments, feasibility studies, and site selection for new WASH infrastructure.

  • Develop engineering work plans and implementation schedules aligned with the approved project work plan.

2. Construction and Infrastructure Management

  • Supervise construction, rehabilitation, upgrading, and maintenance of water supply and sanitation facilities.

  • Ensure all construction activities comply with approved designs, technical specifications, work schedules, and quality standards.

  • Conduct regular site inspections to verify construction progress and quality of workmanship.

  • Verify completed works against approved drawings and certify work completion before contractor payments.

  • Ensure defects are identified promptly and corrective actions are implemented.

  • Monitor infrastructure functionality and recommend appropriate rehabilitation or improvement measures.

3. Water Supply System Management

  • Provide technical oversight for production boreholes, distribution networks, reservoirs, tap stands, pumps, generators, solar systems, chlorination systems, and other electro-mechanical components.

  • Monitor the operation and maintenance of water supply systems to ensure uninterrupted service delivery.

  • Review pumping test results, borehole performance, water production, and system efficiency.

  • Recommend technical improvements to increase system reliability and operational efficiency.

4. Procurement and Contract Management

  • Prepare annual procurement plans for engineering materials and equipment.

  • Develop detailed technical specifications for engineering procurement.

  • Prepare Procurement Requisitions (PRs) and provide technical support throughout the procurement process.

  • Monitor the quality of construction materials, equipment, and supplies before acceptance.

  • Coordinate closely with procurement and logistics teams to ensure timely availability of materials.

  • Maintain regular communication with contractors, suppliers, and service providers to ensure timely completion of assigned works.

5. Quality Assurance and Compliance

  • Develop and update engineering standards, Standard Operating Procedures (SOPs), manuals, checklists, and quality monitoring tools.

  • Ensure compliance with WASH Sector standards, Sphere Standards, national building codes, environmental regulations, and organizational engineering guidelines.

  • Conduct routine quality inspections and recommend corrective measures where required.

  • Ensure occupational health and safety measures are implemented at all construction sites.

6. Monitoring, Reporting and Documentation

  • Monitor engineering activities against approved work plans, budgets, and project milestones.

  • Prepare weekly, monthly, quarterly, and final engineering progress reports.

  • Review feasibility reports, completion certificates, testing reports, and infrastructure documentation.

  • Maintain accurate engineering records, drawings, asset registers, technical databases, and project documentation.

  • Monitor engineering expenditures and provide technical input for budget monitoring and forecasting.

7. Coordination and Stakeholder Engagement

  • Coordinate closely with the Project Manager to ensure timely implementation of engineering activities.

  • Maintain effective coordination with BRAC, consortium partners, Camp-in-Charge (CiC), RRRC, WASH Sector partners, government authorities, UN agencies, contractors, consultants, and community representatives.

  • Participate actively in technical coordination meetings, sector meetings, and donor discussions.

  • Support donor monitoring visits, technical assessments, audits, evaluations, and external reviews.

  • Provide technical input for project proposals, concept notes, budgets, and implementation plans.

8. Capacity Building

  • Provide technical guidance and mentoring to Assistant Engineers and other engineering staff.

  • Develop and implement capacity-building plans for project staff on WASH infrastructure design, construction quality, monitoring, and maintenance.

  • Conduct training for Community WASH Committees, Water Management Committees, operators, technicians, and community volunteers on infrastructure operation and maintenance.

  • Promote continuous learning and adoption of best engineering practices within the project team.

9. Cross-cutting Responsibilities

  • Promote gender equality, disability inclusion, environmental sustainability, localization, and conflict-sensitive programming in all engineering activities.

  • Ensure engineering designs incorporate disaster resilience, climate adaptation, accessibility, and universal design principles where feasible.

  • Support Accountability to Affected Populations (AAP) by responding to infrastructure-related community feedback and ensuring timely corrective actions.

  • Maintain effective communication and collaboration with programme, procurement, finance, MEAL, and operations teams.
