Anando is inviting application for the Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT) Project of Cox’s Bazar financial supported by Foreign, Commonwealth & Development Office (FCDO) and Fund Managed by BRAC.

Name of Project: Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT)
Project Context: SHIFT will deliver integrated, inclusive and sustainable WASH services across targeted Rohingya camps in Teknaf and Ukhiya and host communities in the assigned area. The project will priorities operation, maintenance and upgrading of existing water supply, sanitation, bathing, solid waste, and fecal sludge management infrastructure, while ensuring disability-friendly access and WASH Sector compliance. It will strengthen water quality monitoring, community led FRC checks, hygiene promotion, MHM support, WASH NFI distribution and accountability through a harmonized CFM. By promoting 3R-based waste management, MRF operations, tri-composting, local production of MHM kits and soap, and community ownership, SHIFT will enhance local resilience and localization.
Objectives of the position: The Procurement & Logistic Officer ensures efficient, transparent, and compliant procurement, logistics, inventory and asset management for the project, following organizational policies, donor requirements and regulations, while supporting timely delivery, cost control, supplier coordination, documentation, risk reduction and smooth implementation.
Job Description / Responsibility:
Prepare and update the project procurement plan in consultation with programme and support teams.
Conduct procurement processes in accordance with organizational procurement policies and donor requirements.
Prepare RFQs, bid documents, comparative statements, purchase orders and procurement files.
Coordinate supplier selection, evaluation, and contract management.
Ensure timely procurement and delivery of project goods, works and services.
Maintain accurate procurement records and documentation for audit and compliance.
Manage warehouse operations and ensure proper storage of project materials.
Maintain inventory records and conduct regular physical stock verification.
Manage organizational assets and maintain the fixed asset register.
Coordinate transportation, distribution, and logistics support for project activities.
Monitor supplier performance and maintain an updated vendor database.
Coordinate with the Finance and Administration Officer for payment documentation.
Ensure compliance with donor, organizational and statutory procurement requirements.
Support market assessments and price analysis for value-for-money procurement.
Prepare periodic procurement and logistics reports.
Support project audits by providing procurement and logistics documentation.
Ensure proper disposal of obsolete or damaged assets following organizational procedures.
Promote safeguarding, PSEA, accountability and organizational Code of Conduct.
Perform any other duties assigned by the Project Manager.
