Essential Criteria

Academic Qualification

  • Master’s degree in social science or development studies or Statistics or Anthropology or Disaster Management or Economics or any other relevant social science field from a UGC approved university.

Experience

  • Minimum 5 years of relevant professional experience.

  • Direct experience in Monitoring, Evaluation, Accountability, and Learning (MEAL).

Responsibilities & Context:

Designing, Planning, and Monitoring-30%

  • Prepare and review the M&E plan and ensure all compliance with the IRW MEAL framework for the project.

  • Develop different qualitative and quantitative methods, tools and strategies for monitoring, evaluation and research of the GFA projects under the  HCRP by taking technical support from the IRCO MEAL department.

  • Support project lead in regular/periodical monitoring/RBM of the indicators of impact, outcomes and outputs of the project.

  • Develop an effective information & data management process for the project in line with the IRB central data management system.

  • Support developing process and performance monitoring guidelines for the project in consultation with the IRCO MEAL department.

  • Conduct process and performance monitoring of the project as per guidelines.

  • Ensure compliance with IRB, IRW and WFP policies, guidelines and instructions.

  • Develop Indicator Performance Tracking Table/IPTT, appropriate tools and mechanisms to collect data and update regular basis to track project progress

  • Organize monitoring field visit of the project on a regular basis.

  • Develop MIS/tools/modules/checklist on a regular basis to ensure effective project operation monitoring and management.

  • Distribution activity monitoring and reporting (Outlet & Fresh Food Market – FFM)

  • Monitor and report on daily transaction updates

  • Prepare monthly Onsite monitoring, Exit Monitoring, Exit Interview report

  • Preparation of Outlet & FFM monitoring reports

  • Sharing of Inclusion & Exclusion lists to WFP

  • Sharing stock forecasts and market price monitoring updates to WFP

Daily database updates (food receiving, absentees, information changes)

Research and Evaluation-20%

  • Support in data analysis and reporting of different need assessments, baseline, end-line surveys, Onsite Distribution Monitoring (ODM) and Post Distribution Monitoring (PDM) within the project.

  • Collect primary & secondary information through FGD, CCM, KII and literature review and ensure SADDD is properly done.

  • Support the project team in sourcing information and data for project reporting.

  • Support in developing project concept notes, and proposals in a different context.

  • Contribute to baseline, mid-term, end-line to assess project impact on food security and livelihoods within the targeted FDMN population.

  • Conduct post-distribution monitoring (PDM), share the findings and recommendation to internal and external lines

  • Conduct community’s satisfaction survey and cultivate their perception on the newly initiated GFA project in Bhasan Char

  • Help develop case studies and success stories highlighting project achievements and lessons learned

  • Assist in preparing findings for review meetings and contribute to integrating learnings into ongoing project adjustments.

  • Participate in process evaluations and support addressing bottlenecks in production

  • Contribute to documenting project lessons learned and best practices.

  • Analysis of WFP BB Transaction reports

  • Preparation of case studies & success stories

Accountability and Learning-15%

  • Assist to handle Complaint Feedback Mechanism (CFM), maintain data based on complaint or cases as well as maintain project- based CFM log book in consultation and collaboration with IRB CFM Focal.

  • Contribute to Core Humanitarian Standard and IHSAN Standards of Islamic Relief Bangladesh.

  • Maintain lessons learnt log to accumulate learning of the project.

  • Assist in coordinating, organizing, facilitation and documentation lesson learning workshop.

  • Assist in organizing annual learning and sharing meetings.

  • Update and coordinate with the IRB MEAL team on accountability and learning activities.

  • MEAL report preparation

  • Feedback/observation register management

  • Incident tracker updates

  • Sharing monitoring findings for learning and improvement

Data Management and Reporting-20%

  •  Support the use of digital tools such as WFP’s SCOPE and MODA systems for recording production metrics and participant data.

  • Contribute to preparing and submitting monthly, quarterly, and final reports to WFP, detailing project progress and lessons learned.

  • Contribute to compiling and verifying the accuracy of data related to production targets, material usage, and process losses.

  • Assist in preparing donor reports, ensuring all required data is captured and submitted accurately and on time.

  • Ensure data collected adheres to strict confidentiality, accuracy, and timeliness standards, in line with WFP’s data management policies.

  • Contribute to maintaining detailed records of food distribution to beneficiaries and tracking their feedback.

  • Assist in developing user-friendly data visualization tools and dashboards to present key findings and monitor project progress.

  • Provide support in organizing data for audits and external reviews to ensure transparency and compliance with donor requirements.

  • Data analysis for reporting

  • Preparation of Actual Muster Roll

  • Preparation of tracking & dummy narrative report

  • Submission of SCOPE card requests

  • Preparation of Monthly/Quartey/ Year end Narrative Report

  • Preparation of Mobilization Token & Tracking Sheet
