Experience:
Master's Degree in Statistics/Development Study/ Social Science or in any relevant business disciplines from a reputed university
Knowledge & Skills:
Advance understanding of MEAL System.
Understanding and interpreting results framework, MEAL plan, IPTT
Knowledge of indicators, strategies and tools to identify project progresses and bottlenecks to achieve cross-cutting objectives, including gender and environment.
Understanding the difference between descriptive and inferential statistics, understanding the concept of participatory monitoring, approaches to impact evaluation, and planning and use of mixed methods.
Familiarity with environmental indicators and initial environmental assessments.
Knowledge and skills on problem statement, cause and effect relationship, formation of problem and objective tree, designing and conduction needs assessments, PLA tools & its application and empirical research
Identifying performance indicators and tools to inform managers/ program staff about the progress towards project objectives and encouraging management to integrate them into the project design.
Sampling for qualitative studies and quantitative surveys.
Data quality management for all data collection activities.
Qualitative techniques for monitoring:

Experience:
8-year experience in the humanitarian and development fields with at least 5 years of experience in the M & E including impact evaluations
Minimum 4 - 5 years proven knowledge/experience in designing, planning and implementation of MEAL interventions, assessment, data collection applying mobile application, and reports preparation.
Supervising and Managing skills with influencing capability.
Experience conducting quantitative and qualitative research.
Experience in electronic data capture (use of tablets/phones for data collection) or systems.
Experience in data collection and analysis on Child Protection, Education, GBV and anthropometric data
Experience in building evaluation capacity of team members/ counterparts and sub-grantee staff members
Work Environment:
Managing multiple deadlines, 60% field visit.
Position Purpose:
Responsible for overall implementation of MEAL Approaches including but not limited to – development of MEAL Framework, MEAL plan, MEAL tools and guidelines and execution of participatory monitoring and evaluation approaches. Monitoring and data entry in KoBoTool, analyse data and prepare reports in a timely fashion.
Key Objectives of the Position:
Develop and implement the MEAL plan and mobile technology-based MEAL system for the project.
Provide leadership in planning & implementing the MEAL system making it an essential management tool allowing the project team to assess progress against benchmark;
Prepare/collect and analysis on regular periodical (daily/weekly/monthly) MEAL data and report & share it accordingly
Collect and finalize the beneficiary reach report and share and or upload the excel system web database
Take responsibility for coordination and leadership for monitoring and evaluation of the project through ensuring regular and effective use of data in decision-making initiatives from the daily learning.
Oversee and execute a utilization –focused approach to MEAL performance indicators to support on-going decision-making, strategic project modification and understanding of the project’s impact on target populations.
Facilitate collection, aggregation and analysis of routine monitoring data and provide feed-back for improvement.
Lead the over-all MEAL capacity building for MEAL & MIS Assistant and project staff.
Establish project-based Monitoring System and follow up
Provide feedback to project staff.
Facilitated and implemented the MEAL system (to facilitate on- going monitoring):
Support development of M&E framework closely aligned to the project guideline.
Develop participatory MEAL tools and ensure these are in practice.
The project’s Indicator Performance Tracking Table (IPTT) regularly updated.
Technical program routine monitoring coordinated to support annual donor reporting.
Evaluation/ surveys conducted to measures key outcome indicators.
Case study examples collected and shared with different stakeholders.
Data analysis, storage & reporting:
Database to capture routine monitoring and processing functions installed and maintained.
Project participant register maintained.
Data collection and analysis to meet requirements for monthly, quarterly & project life progress reports
MEAL capacity building:
No. of training/orientation provided to the MEAL & MIS Assistant and project field staff.
Hands on support for the MEAL & MIS Assistant and project field staff to use tools, and gadgets for data collection and activity implementation.
Lead the key learning workshops:
Organizational learning, strengths and challenges are properly documenting,
Sharing information in monthly management meeting.
