Job Context:
∎ JOB PURPOSE: Manager MEAL is primarily responsible for coordinating and providing technical assistance to the programs in the areas of monitoring, evaluation, accountability, learning and knowledge management, research, etc. S/he also responsible for ensuring quality of data and support in organizational learning process. S/he is also responsible for developing capacity of the assigned programs in the areas of MEAL. S/he will work closely with the program MEAL focal to make sure that the MEAL system of the assigned programs is complying with BRAC MEAL strategy and standards. Overall, S/he will be accountable for standardizing MEAL system for the assigned program.
∎ SAFEGUARDING RESPONSIBILITIES:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Job Responsibilities:
∎ Strategic:
∎ Participate in strategic planning of MEAL department and assist in preparation and reporting of annual operating plan
∎ Ensure that the assigned programs have MEAL framework in line with BRAC MEAL strategy
∎ Support programs in preparation of logical frameworks and align with program objectives and BRAC strategy
∎ Operational:
∎ Engage in the process of developing and implementing appropriate tools/methodology to monitor assigned programs
∎ Assist in developing and implementing the result measurement system of the assigned programs.
∎ Design and implement surveys of programs, that includes finalizing tools and methodologies and also conducting orientation to the Sr. MEAL officers
∎ Identify and develop MEAL findings sharing mechanism at the field level program management regularly.
∎ Ensure data quality through various methods, such as; spot check and back check
∎ Analyse data to prepare the reports of studies
∎ Communicate of study results through presentations to stakeholders
∎ Prepare learnings documents from the studies based on stakeholder feedback
∎ Conduct periodic verification of activities with checklists (MIS verification) of various programs to ensure data quality
∎ Ensure that all projects under the assigned programs have strong accountability system which includes all three components of information sharing, participation, and complaints and feedback for the program participants
∎ Provide regular support to project team in the areas of accountability, e.g. information sharing and feedback/ complaint mechanism
∎ Facilitates the process of proper documentation, dissemination and application of learning in the project cycle management.
∎ Provides technical inputs (e.g. review the ToR, proposals, methodology, data collection tools, draft report etc.) to the project team to conduct baseline, evaluation and research study etc.;
∎ People skills:
∎ Maintain regular coordination with assigned programs and MEAL staffs
∎ Capacity development of MEAL Officers: need assessment, planning, conduct training, follow up.
∎ Learning and Knowledge management:
∎ Support continuous analysis of MEAL information in coordination with other units; and identify potential problem and inputs to improve the overall programming and operations.
∎ Assist to jointly conduct reflection and learning sessions regularly with the various Programs and functions
∎ Ensure the study reports (baseline, end line, final evaluations, etc.) are uploaded in the BRAC MIS
∎ Administrative:
∎ Supervise the Sr. MEAL Officers in data collection, quality assurance.
∎ Ensure direct supervision of respective field level staffs.
∎ Ensure the supervisees are complying with organizational and HR policies

Additional Requirements:
∎ Age at least 24 years
∎ Minimum 3 years' of working experience in the relevant field
∎ Must have exceptional writing, communications and presentation skills, fluency in the English language,
∎ Strong teamwork, and effective interpersonal skills
∎ Survey design and questionnaire development skills
∎ Idea of developing mobile based questionnaires
∎ Computer skills in MS Word, Excel, PowerPoint, Access, and SPSS
∎ Strong grounding in qualitative and quantitative research methods
∎ Strong background in qualitative research design, methods, analysis, and application of subsequent insights to improve performance
∎ Experience in Participatory Rural Appraisal (PRA) tools and techniques, including FGDs, KIIs
∎ Ability to visit field frequently
∎ People management skills and Team player
∎ Gender-friendly attitude
∎ Ability to handle effectively and concurrently multiple tasks and projects
