  • Master`s degree in Human Resource Management, or Business Administration, or a related discipline from a recognized institution; however, this requirement may be relaxed for candidates with relevant experience.

  • Minimum 5 years of relevant HR experience, preferably in NGO/development sector.

  • Strong knowledge of Bangladesh Labor Law and HR compliance.

  • Experience in policy development and staff management.

  • Excellent communication, interpersonal, and conflict-resolution skills.

  • Proficiency in MS Office and HR management systems.

Responsibilities & Context:

Bangladesh Labour Foundation (BLF) is a leading national organization working to promote and protect the rights of workers across both formal and informal sectors. Since its establishment, BLF has championed the cause of decent work, social justice, occupational health and safety, gender equality, freedom of association, and climate-resilient and just transitions in Bangladesh`s labour landscape.

With robust collaboration with trade unions, civil society, development partners, and government institutions, BLF implements a wide range of programs and advocacy initiatives that empower workers, improve working conditions, and influence public policy to ensure human rights and environmental due diligence (HREDD) across global supply chains.

The HR Manager is responsible for providing strategic leadership and operational oversight of all human resource functions within the organization. The role ensures that Bangladesh Labour Foundation (BLF) attracts, develops, and retains qualified and motivated professionals while maintaining full compliance with organizational policies, donor requirements, and applicable labor laws.

The HR Manager contributes to organizational effectiveness by promoting a transparent, inclusive, and performance-oriented work environment. This position supports management in strengthening institutional capacity, enhancing staff engagement, and fostering a culture of accountability and ethical practice aligned with BLF`s mission and core values.

Job Description/Responsibility

HR Strategy & Policy Implementation

  • Update and implement HR policies and procedures in line with organizational goals and legal requirements.

  • Ensure compliance with labor laws, donor requirements, and internal regulations.

  • Support management in strategic workforce planning.

Recruitment & Onboarding

  • Lead recruitment processes including job posting, shortlisting, interviewing, and selection.

  • Ensure proper onboarding and orientation of new employees.

Performance Management

  • Develop and monitor performance appraisal systems.

  • Support line managers in setting KPIs and conducting performance reviews.

  • Facilitate staff development planning based on appraisal outcomes.

Employee Relations & Welfare

  • Maintain a positive working environment that promotes respect, diversity, and inclusion.

  • Address employee concerns, grievances, and disciplinary matters fairly and confidentially.

  • Support gender-sensitive and safeguarding practices within the organization.

Compensation & Benefits Administration

  • Oversee payroll coordination in collaboration with the Accounts department.

  • Ensure proper management of leave, attendance, benefits, and staff records.

  • Monitor probation, confirmation, contract renewal, and separation processes.

Training & Capacity Development

  • Identify training needs in coordination with management and departments.

  • Organize staff training, workshops, and capacity-building initiatives.

  • Promote continuous learning and professional development culture.

HR Records & Compliance

  • Maintain accurate, secure, and confidential personnel files and HR database.

  • Ensure proper documentation of contracts, evaluations, leave records, and disciplinary actions.

  • Develop and prepare HR reports for management and donors as required, and maintain employee files in line with donor requirements, ensuring accuracy and confidentiality.

Organizational Culture & Leadership Support

  • Advise management on HR best practices and organizational development.

  • Promote ethical conduct and accountability across the organization.

  • Support leadership in change management and team-building initiatives.
