Required Qualifications & Competencies:
Minimum 5 years of progressively responsible experience in accounting and financial management, preferably within the NGO/development sector.
Sound knowledge of applicable accounting standards, VAT and Tax regulations, and audit compliance requirements.
Proficiency in recognized accounting software and strong command of MS Office applications, particularly Excel, is a must.
Proven ability to maintain accurate, systematic, and audit-ready financial documentation with strong attention to detail.

The Manager, Finance is responsible for providing strategic financial management of donor-funded projects, ensuring strong financial planning, accurate reporting, compliance with donor regulations, and effective coordination between program and finance teams. The role ensures that grants are managed efficiently, risks are minimized, and donor funds are utilized in line with contractual obligations and organizational policies.
Job Description/Responsibility
Financial planning & budget management
Lead the development of grant budgets, budget narratives, and financial forecasts for new proposals and ongoing projects.
Review partner and program budgets to ensure accuracy, eligibility, and alignment with donor requirements.
Monitor budget performance, conduct monthly budget vs. actual (BVA) analysis, and advise program teams on corrective actions.
Support the admin team to identification, evaluation, and selection of the external auditor.
Grant management
Ensure timely preparation of financial reports for donors, government authorities, and internal stakeholders.
Oversee grant spending, fund allocations, and cost-share tracking.
Maintain grant financial files, ensuring documentation is complete, accurate, and audit ready.
Compliance & risk management
Ensure compliance with BLF`s financial policies, donor agreements, and applicable laws including VAT and Tax regulations.
Strengthen and monitor internal control mechanisms to prevent errors and irregularities.
Support internal reviews and external audit processes, ensuring timely response to audit observations.
Conduct periodic compliance reviews of partners and field offices.
Financial Reporting
Prepare accurate monthly, quarterly, and annual financial statements.
Generate project-wise expenditure reports to support management decision-making.
Assist in preparing financial reports required by donors and regulatory authorities.
Provide financial schedules and documentation for annual audit and statutory reporting.
Coordination & Team Support
Supervise and guide accounts personnel to ensure accuracy, timeliness, and professional growth.
Coordinate with HR and program teams to ensure smooth processing of payroll, advances, and project expenditures.
Provide guidance to non-finance staff on financial procedures to promote organizational compliance and awareness.
