Job Context:
∎ Work Location: IRC-Bangladesh, Cox’s Bazar (with travel to field)
∎ Reporting To: Deputy Director of Programs (DDP)
∎ Department: Livelihoods and Resilience
∎ Expected Start Date: At Earliest
∎ Contract length: Six Month (with possibility of extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Define the livelihoods strategy in line with the Country Program Country Strategy Plan (SAP);
∎ Periodically analyses the context and carry out assessment that feed into the country office’s strategy;
∎ Prepare concepts notes and proposals that are aligned with the strategy covering both camps and host community. Support proposal development for livelihoods, risk reduction and resilience programs, and the incorporation of these programs into sector-specific and integrated program proposals;
∎ Engage with donors and partners to ensure funding and visibility of IRC livelihoods program;
∎ Ensure start-up of IRC livelihoods, resilience and DRR work especially in the host community, through engaging with relevant partners, conducting assessments, identifying the locations and developing proposals;
∎ Ensure alignment of livelihoods programming with IRC global strategy plan and relevant theories of change;
∎ Ensure to develop appropriate methodologies and technical approaches for all program activities – working with IRC’s ERD Technical Advisors to ensure global standard methodologies are applied to programming;
∎ Together with the Grants and MEAL Coordinators, develop and implement a full monitoring and evaluation framework for all livelihoods activities as well as learning strategies, and adapt them to the different program methodologies;
∎ Along with program staff and the Technical Unit/Advisors, support the development of Standard Operating Procedures and Mentorship Notes for program activities;
∎ Ensure regular monitoring and modification of ongoing programming as required;
∎ Build the capacities and provides technical support to field offices and partners in order to enable them to meet agreed results and effectively execute strategies in relation to Livelihoods and Food Security;
∎ Provide input to budget management processes to track expenditure and accurate projections can be maintained;
∎ Working with the partnership team ensure local partners are identified that can work with IRC in the above proposals and concepts chiefly in host community;
∎ Work closely with other sectors to ensure cross-sectoral integration and program coherence
∎ Provide leadership, management and mentorship to livelihoods staff in the field especially for startup programs within this period.

Additional Requirements:
∎ A minimum of 5 years’ experience of providing technical support or program management for livelihoods/DRR programming, working in complex humanitarian and development program in NGO sector;
∎ Proven experience of high quality proposal development in related sectors;
∎ Experience of multiyear, multi sector strategy design;
∎ Track record in developing project budgets;
∎ Sound understanding of the situation in local context, especially host community;
∎ Experience in undertaking assessments in livelihoods and resilience;
∎ Experience working with major donors; ECHO, DFID, GAC, UN donors;
∎ Experience in coordination, donor and cluster level;
∎ Working experience in / managing response to refugee crises is highly preferred;
∎ Demonstrated experience of working with multi-cultural team (national and international);
∎ Experience in managing staff and working with other team members collaboratively to achieve results;
∎ Positive relationship building and coordination skills;
∎ Knowledge of Rohingya as well as host community.
