Job Context:

Job Responsibilities:
∎ Technical Oversight and Support:
∎
∎ Provide technical supervision of and guidance to all IRC health projects. Extend technical support and supervision to the IRC's implementing partners as needed
∎ Ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Ensure that all health activities are consistent with established standard methodologies
∎ Promote the quality of the IRC's health programs by setting up quality standards and quality assurance mechanisms and checks
∎ Ensure sound data collection and information management systems are in place for ongoing performance analysis and programmatic action based on data and identified needs as well as ensure that all members of the team know their roles and responsibilities for monitoring and evaluation (M&E)
∎ Ensure that the stated goals and objectives of all health projects are met with strong M&E follow up, including any required operational research
∎ Set up a system for documenting IRC health program outcomes and outputs in collaboration with the grants unit and the Deputy Director of Programs
∎ Participate in the design of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in Bangladesh
∎ Lead IRC emergency health response, ensuring there's coordination with other organizations
∎ Ensure the timely submission of quality internal and external/donor information and reports for donor reports for all health projects, including reporting against the logical framework
∎ Provide technical support to the health program for program design, proposal development and reporting, ensuring that IRC programs are of high quality and that programs are driven by data and learning, working in conjunction with the Grants Unit, and the Deputy Director of Programs
∎ Program and Budget Management:

∎ Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project's stated goals and objectives, within the available staffing and budget
∎ Monitor budget spending in line with the spending plans, budget vs actual analyses, and develop remedial plans where necessary to ensure budgets are optimally utilized
∎ Ensure that proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply
∎ Monitor evolving needs of the target communities, conduct assessments on health needs in new project areas and adjust the programmatic priorities as necessary in collaboration with Health Managers
∎ Participate in grant opening, midterm review and grant closing meetings for all health grants and ensure that the same process is implemented in the field
∎ Strategy, Program Development and Fundraising:

∎ Participate in country Strategic Planning and ensure health programs are aligned with the Strategic Action Plan
∎ Lead the development of the strategy for the Health Sector ensuring processes that incorporate input from field teams, other IRC sectors, senior IRC management, and key external partners;
∎ Contribute to the development and implementation of the overall country program strategic direction
∎ Lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission
∎ Coordinate with other IRC sectors (i.e. Women protection and empowerment, child protection, protection and rule of law, education) to provide relevant input and support enhancing IRC health program in Bangladesh
∎ Advance partnership model and ensure increased delivery of IRC work through partners
∎ Keep abreast of new funding opportunities and raise funding to meet IRC ambition for the health sector
∎ Staff Management:
∎
∎ Ensure timely recruitment of staff and provide management oversight for the health sector staff
∎ Build the capacity of Health team members in relevant technical and management competencies.
∎ Put in place performance management systems, and ensure annual performance objectives are set and reviewed on a timely basis
∎ Review performance of health staff in the field and Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths
∎ Coordination, Representation and Advocacy:
∎
∎ In coordination with the Deputy Director of Programs, actively develop and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
∎ Represent IRC to local communities, government departments, international agencies, local partners and donors as required
∎ Enthusiastically build strong working alliances with other international and national actors/organizations working health sector programming and advocacy
∎ Develop policy papers based on evidence generated from health data analysis
∎ Active representation in and coordination with health sector and sub sectors and government forums
Additional Requirements:
∎ Health professional (MD, MPH), MPH is strongly preferred, with clinical practice
∎ At least 6-8 years' relevant experience (including 2-3 years in the similar role) with direct management of the development and implementation of health sector strategy and programs in complex humanitarian and development settings including in Bangladesh
∎ Have experience in setting up and running PHC, SRH and BEmONC projects
∎ Excellent organizational and program management experience, including with staff work plans, budget management and M&E
∎ Experience with situation analysis and health assessments
∎ Experience in capacity building and mentoring of staff
∎ Excellent problem solving skills, and demonstrated ability to handle pressure and improve
∎ Good understanding and experience of working / dealing with GoB's health sector architecture in Bangladesh preferably in Rohingya crises
∎ Highly developed influencing, strong communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively
∎ Excellent leadership, communication, and facilitation, coordination and networking skills
∎ Excellent database, data management and data analysis skills
∎ Strong commitment to IRC's mission, purpose and values
∎ Strong hold in written and verbal communication skills in English and Bangla
