Responsibilities & Context:

1. Position Overview

The Head of Engineering is responsible for leading the entire engineering and construction function of the real estate company. This includes planning, design coordination, execution, monitoring, and successful delivery of all residential, commercial, and mixed-use development projects. The role ensures that all projects are delivered on time, within budget, and in compliance with quality standards, safety regulations, and regulatory requirements.

The position demands strong leadership, technical expertise, strategic thinking, and the ability to manage multiple large-scale construction projects simultaneously.


2. Strategic Planning & Project Development

  • Develop long-term engineering strategies aligned with the company’s business objectives.

  • Participate in project conceptualization and feasibility studies for new real estate developments.

  • Evaluate land acquisition proposals from an engineering and technical perspective.

  • Provide input on project viability, structural feasibility, and cost efficiency.

  • Prepare master development plans in coordination with architects, planners, and consultants.

  • Establish project execution methodologies, construction standards, and engineering guidelines.

  • Ensure all engineering plans support sustainable development and future scalability.


3. Project Execution & Construction Management

  • Oversee end-to-end execution of all construction projects from groundbreaking to handover.

  • Develop detailed project implementation schedules, milestones, and delivery timelines.

  • Ensure strict adherence to construction plans, drawings, and specifications.

  • Monitor daily, weekly, and monthly progress of all ongoing projects.

  • Coordinate with project managers, site engineers, and contractors for smooth execution.

  • Resolve technical issues, design conflicts, and site-related challenges promptly.

  • Ensure optimal utilization of labor, machinery, and construction materials.

  • Supervise multiple project sites simultaneously to ensure uniform quality and progress.


4. Engineering Design Coordination

  • Coordinate with architects, structural engineers, MEP consultants, and interior designers.

  • Review and approve structural drawings, architectural designs, and technical specifications.

  • Ensure design compliance with building codes, safety regulations, and industry standards.

  • Provide engineering solutions to optimize space, structure, and cost efficiency.

  • Suggest design improvements to enhance functionality, durability, and aesthetics.

  • Ensure integration of modern construction technologies and smart building systems.


5. Quality Assurance & Quality Control (QA/QC)

  • Establish and implement robust quality assurance and quality control systems.

  • Define material standards and construction quality benchmarks for all projects.

  • Conduct regular site inspections to ensure compliance with approved specifications.

  • Approve construction materials, suppliers, and testing reports.

  • Monitor workmanship quality and enforce corrective actions when required.

  • Ensure third-party quality audits and testing procedures are properly executed.

  • Maintain consistency in construction quality across all project sites.


6. Cost Management & Budget Control

  • Prepare detailed engineering budgets for each project.

  • Monitor and control construction costs throughout the project lifecycle.

  • Ensure cost efficiency without compromising quality and safety.

  • Review and approve contractor bills, invoices, and progress payments.

  • Identify cost-saving opportunities through value engineering techniques.

  • Manage procurement strategies for materials, equipment, and services.

  • Prevent budget overruns through proactive financial monitoring and control.


7. Team Leadership & Human Resource Management

  • Lead and manage a large team of engineers, project managers, supervisors, and technical staff.

  • Define roles, responsibilities, and reporting structures within the engineering department.

  • Recruit, train, and develop engineering personnel to build a strong technical workforce.

  • Conduct performance evaluations and implement improvement plans.

  • Foster a culture of accountability, discipline, and high performance.

  • Ensure effective communication and coordination among all engineering teams.

  • Provide mentorship and technical guidance to junior engineers.


8. Contractor & Vendor Management

  • Select, evaluate, and manage contractors, subcontractors, and vendors.

  • Prepare and negotiate contracts, agreements, and work orders.

  • Ensure contractors comply with project specifications, timelines, and quality standards.

  • Monitor contractor performance and enforce contractual obligations.

  • Resolve disputes and issues between contractors and project teams.

  • Develop long-term relationships with reliable suppliers and construction partners.


9. Regulatory Compliance & Legal Coordination

  • Ensure all construction activities comply with local building codes and government regulations.

  • Coordinate with regulatory authorities for approvals, permits, and inspections.

  • Maintain documentation related to compliance, licenses, and certifications.

  • Ensure environmental compliance and sustainable construction practices.

  • Handle audit requirements and ensure readiness for regulatory inspections.

  • Stay updated with changes in construction laws, codes, and policies.


10. Health, Safety & Risk Management

  • Implement strict health and safety policies across all construction sites.

  • Ensure compliance with occupational safety standards and guidelines.

  • Conduct safety training programs for site workers and engineering teams.

  • Identify potential risks in construction processes and develop mitigation strategies.

  • Ensure accident prevention systems and emergency response plans are in place.

  • Monitor site safety regularly and enforce corrective measures when necessary.


11. Project Monitoring & Reporting

  • Prepare regular progress reports for senior management.

  • Track project milestones, timelines, and performance indicators.

  • Provide technical and financial updates on ongoing projects.

  • Use project management tools to monitor construction efficiency.

  • Highlight risks, delays, and challenges with recommended solutions.

  • Ensure transparency in reporting across all engineering activities.


12. Technology & Innovation Implementation

  • Introduce modern construction technologies such as BIM (Building Information Modeling).

  • Promote use of advanced machinery and construction techniques.

  • Encourage digital project management systems for efficiency tracking.

  • Implement automation and smart building concepts where applicable.

  • Stay updated with global construction trends and best practices.

  • Drive innovation to improve productivity, quality, and sustainability.


13. Stakeholder Coordination

  • Act as the primary technical representative of the company in engineering matters.

  • Coordinate with architects, consultants, government agencies, and clients.

  • Participate in project meetings with internal and external stakeholders.

  • Ensure alignment between engineering execution and business objectives.

  • Address stakeholder concerns regarding technical and construction matters.


14. Project Handover & Completion

  • Ensure smooth project completion and timely handover to clients or sales teams.

  • Conduct final inspections and ensure all punch-list items are resolved.

  • Verify completion certificates, occupancy approvals, and compliance documents.

  • Ensure post-construction support and defect liability management.

  • Evaluate project performance after completion for future improvements.


15. Continuous Improvement & Strategic Growth

  • Continuously review and improve engineering processes and systems.

  • Develop standard operating procedures (SOPs) for construction activities.

  • Conduct post-project evaluations to identify lessons learned.

  • Implement efficiency improvement initiatives across all departments.
