Oriental Group is looking for an experienced and highly capable General Manager – Construction to oversee the execution and delivery of the Group's real estate development projects.
The GM – Construction will have overall responsibility for coordinating and monitoring construction activities across multiple projects, ensuring that projects are completed on time, within approved budgets, according to approved designs and specifications, and to the required quality and safety standards.
The position will manage and coordinate site engineers, project teams, architects, consultants, contractors and subcontractors, while providing senior management with timely and accurate project updates.
Oversee construction activities across all ongoing real estate projects of Oriental Group.
Monitor progress against approved project schedules, budgets and construction plans.
Ensure projects remain on track for timely completion.
Identify delays, technical issues and resource constraints and take corrective action.
Coordinate construction activities between different projects and ensure proper allocation of manpower and resources.
Directly supervise and coordinate all Site Engineers, Project Engineers and relevant technical personnel.
Establish clear responsibilities and reporting requirements for each site team.
Review daily, weekly and monthly site reports.
Monitor site engineers' performance and ensure proper supervision of contractors.
Conduct regular site inspections.
Ensure site teams follow approved drawings, specifications and construction procedures.
Act as the primary coordination point between Oriental Group and appointed architects, structural engineers, MEP consultants and other technical consultants.
Ensure architectural and engineering drawings are received, reviewed and issued to site on time.
Coordinate resolution of design discrepancies and technical issues.
Ensure construction is carried out according to approved drawings and specifications.
Monitor design changes and assess their impact on cost and project timelines.
Monitor the performance of main contractors and subcontractors.
Ensure contractors meet agreed schedules, quality standards and contractual requirements.
Review contractor work progress and identify underperformance.
Coordinate contractor meetings and progress reviews.
Verify work completion before recommending payments or certifications.
Assist management in contractor selection, negotiation and performance evaluation.
Develop and maintain detailed construction schedules for each project.
Establish project milestones and critical deadlines.
Track actual progress against planned progress.
Identify critical-path activities and potential delays.
Develop recovery plans where projects fall behind schedule.
Ensure management is informed immediately of any significant deviation from the approved schedule.
Monitor construction expenditure against approved project budgets.
Coordinate with Finance, Procurement and Project teams to control construction costs.
Review material requirements and major procurement requirements.
Monitor variations, additional works and contractor claims.
Identify opportunities for cost savings without compromising quality.
Ensure unauthorized expenditure or variations are not undertaken without proper approval.
Ensure construction work complies with approved drawings, specifications and applicable standards.
Establish appropriate quality-control procedures across project sites.
Monitor quality of structural, architectural, electrical, plumbing, HVAC and finishing works.
Ensure defective or substandard work is identified and rectified.
Conduct regular inspections of critical construction activities.
The GM will be responsible for ensuring that accurate and timely project reporting reaches senior management.

Upcoming activities
Material requirements
Labour and manpower status
Contractor performance
Budget vs. actual expenditure

Reports must be submitted according to an agreed daily, weekly and monthly reporting system.
Coordinate with Procurement and Stores to ensure construction materials are available when required.
Review project material requirements and planned procurement schedules.
Ensure material deliveries are aligned with construction schedules.
Monitor material wastage and unauthorized use.
Coordinate with the Group's internal audit/store-control functions regarding material verification where necessary.
Ensure appropriate health and safety practices are maintained at all construction sites.
Ensure contractors and site personnel comply with applicable safety requirements.
Identify major site safety risks and ensure corrective measures are implemented.
Ensure necessary approvals, permits and technical documentation are maintained.
The GM – Construction will be expected to establish a professional project management structure across Oriental Group's real estate portfolio, including:

The GM should create a standardized system for project scheduling, site reporting, contractor monitoring, material requirements, quality control and management reporting across all projects.
Education:
Bachelor's degree in Civil Engineering is required.
Master's degree in Construction Management, Project Management or a related field will be an advantage.
PMP or other relevant professional qualifications will be an advantage.
Experience:
8–15 years of relevant construction/project management experience.
Experience managing multiple real estate or building construction projects simultaneously is strongly preferred.
Experience with residential, commercial or mixed-use developments will be an advantage.
Previous experience managing Site Engineers, Project Managers, contractors and consultants is required.
Strong knowledge of building construction and project execution.
Excellent project planning and scheduling ability.
Strong understanding of architectural, structural and MEP coordination.
Strong contractor and consultant management skills.
Good understanding of construction costing and quantity control.
Excellent reporting and documentation skills.
Strong Excel and project-management software skills.
Ability to identify construction delays and develop recovery plans.
Strong leadership and problem-solving abilities.
Excellent communication and negotiation skills.

Oriental Group is looking for a strong execution-oriented construction professional, rather than someone who only manages paperwork.
The successful candidate should be capable of visiting sites, challenging contractors, coordinating architects and consultants, supervising Site Engineers, identifying delays and cost overruns, and providing senior management with a clear and accurate picture of every project's actual status.
The GM will effectively be the person responsible for ensuring that Oriental Group's real estate projects move from drawings to completed buildings efficiently, on schedule, within budget and to the required standard.
