Job Context:
∎ SAFEGUARDING RESPONSIBILITIES:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Review the current ESS&G Frameworks, guidelines and tools of BRAC and Climate Bridge Fund and support during implementation and supervision of ESS&G measures.
∎ Review ESS&G sections of all submitted/awarded concept notes and proposals, identify gaps and suggest recommendations.
∎ Ensure that appropriate environmental and social mitigation measures are proposed and met at the proposal finalization stage.
∎ Closely follow up the integration of safeguard assessment information and completion of safeguards self-screening Checklist during the project development process;
∎ Ensure environmental and social risks are identified (based on the given tools e.g., ESSF checklist, concept/proposal template, due diligence and field observation) during project implementation and appropriate measures are provided.
∎ Provide with expert support to ensure compliance on the environmental safeguards, social safeguards and gender issues based on Environmental and Social Safeguard Framework (ESSF) and Gender Policy of BRAC during implementation of the CBF supported projects.
∎ Work with the IPs to ensure that they fully comply with the given tools e.g., ESSF checklist, guidelines/framework e.g., ESSF of BRAC and policy instruments e.g., Gender Policy of BRAC during implementation of the projects. Review and guide the monitoring process of environmental, social and gender aspects (resettlement issue, social safeguards, gender, community participation etc) in all projects. Develop and guide implementation of tools for monitoring of environmental, social and gender aspects.
∎ Guide and supervise implementation of Grievance Redressal Mechanism.
∎ Develop a simple screening matrix to monitor and evaluate environmental, social and gender aspects of all CBF supported projects during implementation
∎ Deal with Environmental, Social and Gender aspects of the CBF supported projects and provide with feedback to the CEO of the Secretariat.
∎ Regular field visits and monitoring on the Environmental, social and gender issues in accordance with ESSF and Gender policy of BRAC.
∎ Prepare field level monitoring reports on Environmental, social and gender issues of each of the projects (highlighting progress, gaps and recommendations).
∎ Provide with technical and facilitating support to meetings, seminars, workshops and management bodies and formally represent CBF as necessary in such relevant meetings, workshops, and conferences.
∎ Provide with inputs to document lessons learned from project implementation and develop briefing notes for the head of the secretariat/supervisor to improve implementation and coordination of project activities, support decision-making processes and knowledge management.
∎ Undertake follow up monitoring to ensure that proposed mitigation measures are implemented or corrective actions are taken according to an agreed upon environmental and social mitigation implementation plan;
∎ Provide with technical support during proposal development, project design, appraisal process and resource mobilization plan of CBF.
∎ Work as the focal point for CBF Secretariat to provide necessary requirements of environmental, social and gender compliance.
∎ Provide with orientation and training on environmental, social and gender aspects to relevant staff of the Secretariat, project staff of IPs and field teams that will be involved in project implementation.
∎ Ensure gender mainstreaming and social inclusion during every stage of the project cycle management.
∎ Review and provide feedback/clearance (to CEO of the Secretariat) on the filled in checklist of each of the proposals/project to be followed during design and implementation of all proposed/agreed infrastructures.
∎ Undertake any other duties, as assigned by head of the secretariat/supervisor.
Additional Requirements:
∎ Minimum seven (07) years of relevant working experience in safeguards issues, ideally involving international organizations.
∎ Previous experience in developing and/or implementing and monitoring environmental and social safeguard strategies for organisations will be given preference.
∎ Excellent inter-personal skills, including the ability to engage and collaborate with local communities, strong analytical abilities, exceptional communication and networking skills, and proficiency in negotiations and mediation, making them an ideal team player for a multi-cultural working environment.
∎ Very good command of both Bengali and English language and excellent writing skills and the ability to prepare clear and concise reports.
