Job Context:
∎ World Vision Bangladesh has a funded grant portfolio of over $100 million, with a significant volume of new opportunities that are actively managed in our current pipeline. There is significant potential for additional growth, which will require more proactive capture planning and management in seamless partnership with key World Vision Support Offices (SOs) and regional partners around the world. The Deputy Director Resource Development (DDRD), a key leader within the Extended Senior Leadership Team (ESLT), provides strategic leadership in capture planning and implementation, bid management, oversight of donor research and analytic and pipeline management and facilitation/execution of WVB’s grant acquisition strategy. Additionally, the DDRD ensures resource diversification, strengthened donor networking, and improved resource acquisition capabilities for World Vision Bangladesh. Furthermore, the DDRD will train and/or build the capacity of all resource development staff, assure strategic inter-departmental collaboration with the Program Quality and Technical staff, Finance staff (in particular with the development of cost proposals), Operations Department, while assuring the provision of any and all requisite support to the Refugee Response program development team.

Job Responsibilities:
∎ This position is a critical and key position of the National Office (NO) Team to lead the development and roll out of the National Office Resource Development Strategy, in alignment with World Vision’s global strategy, Our Promise, and National Office strategies. As such, the DDRD will:
∎ • Lead and manage the National Office Resource Development Unit in Bangladesh to drive growth and diversification of grant income (bilateral, multilateral, major foundations and corporations, gifts in kind (GIK), non-food items etc.) in accordance to the Bangladesh National Office Resource Development Strategy.
∎ • Lead development and management of capture plans for World Vision Bangladesh (WVB) in order to maximize our ability to compete for high priority grant opportunities, both as a sub and prime in close collaboration with SOs and all internal WVB constituents (Technical teams, i.e. PQ, Operations, Finance, People and Culture (P&C) etc.)
∎ • Oversee management of all live bids, and participate/lead major bi-lateral (e.g., USAID, FCDO) bids in close collaboration with Support Office (SO) Resource Development Teams.
∎ • Assure the resource acquisition is strategic, focused and meets or exceeds targets as established by WVB leadership.
∎ • Coordinate with the Senior Director Operations and Program Quality, National Director, Technical Directors and other internal constituents to develop strong relationships with high priority donors, as well as partnerships with potential subs and primes for future bids.
∎ • Establish and maintain functional relationships, capacity and collaboration among national, regional, support office and global center teams to effectively grow the national office portfolio.
∎ • Build the capacity of World Vision Bangladesh (WVB) capacity in grant acquisition, and specifically capture planning, capture management, bid management, and partnering in coordination with Regional Resource Development (RDU) Director; all such work will be aligned with the global Fragile Context Initiative and Grants Acquisition strategic priorities for the growth and management of grants in fragile contexts wherever appropriate and feasible.
∎ The role reports to the Senior Director - Operations and Program Quality with matrix reporting to the Regional Resource Development (RDU) Director.
Additional Requirements:
∎ Age at least 35 years
∎ Minimum of five years’ demonstrable, hands-on experience in grant acquisition, including experience developing and managing capture plans and applications/bids managing to capture plans; managing bids for opportunities large opportunities targeting major bilateral and multilateral institutional donors
∎ Robust understanding of World Vision Context and prior experience working on resource collaboration with SOs is highly desirable.
∎ Demonstrated success achieving a high win rate for large (over $20m) bid portfolios. Experienced networker with strong skills in donor relations, negotiation, and partnership brokering and management
∎ Up-to-date knowledge of the donor landscape and trends in the development and humanitarian sectors
∎ Strong interpersonal skills, and proven team-player
∎ Able to solve complex problems and to exercise independent judgment
∎ Able to work in a cross-cultural environment with a multi-national staff
∎ Must be a committed one, able to stand above denominational diversities.
∎ Strong influencing and networking skills; consortia/network development experience.
∎ Experience in acquiring funding from private donors (foundations and corporations).
∎ Ability to provide support and training to staff and partners and to “translate” donor language related to guidelines and different requirements to ensure that both concept notes/proposals and project implementation are compliant with donor requirements.
∎ Experience with public-private partnerships
∎ Knowledge of workings with major donors, such as USAID/OFDA/DoL, DFID/FCDO, UN, DFAT, EC/ECHO/DIPECHO, UN agencies, WFP, ADB/WB. Global Fund.
∎ Experience in working in fragile context countries, humanitarian assistance
∎ and complex environments
∎ Experience forming, leading, and working in consortia
∎ Work environment: Office-based with frequent travel within National office and support offices
∎ Travel: up to of 15% of International travel may be required.
Salary: Tk. 150000 - 175000 (Monthly)
