Experience:
Graduate qualification in any discipline; a relevant postgraduate qualification is preferred.
Overall 15 or more years of experience in traffic policing in Bangladesh.
More than 7 years of experience in traffic-enforcement leadership, coordination, policy advice and policing, including line management of traffic-enforcement staff and successful general-deterrence drives.
At least 5 years of experience designing, implementing and evaluating enforcement-related training and development programmes.
Experience implementing digital traffic-safety enforcement and surveillance in Bangladesh is preferable.
Additional Requirements:
The applicants should have experience in traffic-enforcement policy, police coordination, enforcement training and digital or automated enforcement systems.
Demonstrated ability to communicate road-safety enforcement principles and tactics to broad audiences, together with experience in a law-enforcement training facility, is required.
A demonstrated understanding of modern operational road-safety enforcement practices is required.
Fluency in English (written and spoken), working proficiency in Bangla and computer literacy are required.
Assess the adequacy and enforceability of existing traffic-safety provisions as part of a national legal and regulatory review of road-transport legislation and related instruments.
Advise on enforcement powers and sanctioning procedures for speed management and automated enforcement, impaired driving, restraint and helmet use, driver licensing and professional-driver regulation.
Provide technical inputs on modern, digital and surveillance-based traffic-safety enforcement practices applicable to national traffic-policing agencies in Bangladesh.
Contribute enforcement-related targets, indicators and interventions to a national road-safety strategy and action plan.
Support the design, implementation and evaluation of enforcement-related training and development programmes for traffic-enforcement staff.
Support consultations and workshops with traffic-policing agencies and other stakeholders on enforcement policy, coordination and general-deterrence approaches.
Contribute enforcement-coordination inputs to institutional-reform options for national road-safety management.
Any other enforcement-related activity required for the assignment.
