Experience:
Master's degree in Public Administration, Public Policy, Law or Management (or a Bachelor's degree with 12 or more years of relevant experience).
Familiarity with Government Rules of Business, Public Procurement Rules 2008, and Cabinet and Gazette procedures is required.
More than 15 years of experience in government institutional reform or administrative rules in Bangladesh, ideally involving authorities, boards or autonomous bodies.
Proven coordination with central-government legal, public-administration, finance and planning institutions and relevant transport-sector agencies.
Experience on major development-partner-funded programmes; direct work with national transport-sector institutions or the Cabinet Division is desirable.
Additional Requirements:
The applicants should have experience in institutional reform, government rules of business, governance design, HR/service rules and organizational development.
Demonstrated experience mapping Rules of Business and designing institutional arrangements for a new or reformed government authority is required.
Fluency in English (written and spoken), working proficiency in Bangla and computer literacy are required.
Support institutional mapping and functional assessment for a national road-safety management capacity review, covering results focus, coordination, legislation/enforcement, funding, promotion, monitoring and research.
Design institutional arrangements for a new or reformed national public authority, including governance charters, committee Terms of Reference, delegations of authority and financial powers, and decision-making workflows.
Prepare administrative instruments including draft service and HR rules, organograms, job descriptions, recruitment and discipline procedures, SOPs, handbooks and management templates.
Prepare inputs to cabinet-level packages required for institutional establishment or reform and support engagement with relevant central-government authorities on administrative matters.
Coordinate with legal, public-administration, finance, planning and relevant sector institutions on institutional-reform matters.
Support clarification and redefinition of roles, responsibilities, management oversight and delivery arrangements for national road-safety coordination functions.
Support stakeholder workshops relating to institutional capacity review and institutional-reform options.
Any other institutional-reform-related activity required for the assignment.
