Educational Qualifications:

Master’s degree in Social Science/Development Studies, Peace and conflict/Environmental Science/Education, Religious Studies/Sociology, or a relevant discipline.

Years of Experience: At least 2–3 years of professional experience (1-2 years of experience in a supervisory role will be preferred) in community-based protection, youth engagement, environmental activities, religious/community engagement, social mobilization, or similar humanitarian/development programmes.

Mandatory Requirements:

• Strong proficiency in English communication is a must.

• Strong communication and interpersonal skills.

• Skill in Module Development, Training Facilitation and Public Speaking.

• Skill in working under pressure.

• Strong coordination skills, dealing with foreign delegates.

• Proficiency in Microsoft Office (Word, Excel, PowerPoint), especially active use of SharePoint and OneDrive and KoBo analysis.

• Problem-solving mindset with a focus on improving learning outcomes.

• Demonstrable ability to work with diverse and marginalized communities.

• Report writing skills and strong interpersonal skills.

Responsibilities & Context:

Community Development Centre (CODEC) invites applications for the position of Technical Officer-YEC & RE for implementing the `Education and Protection for Refugee Community (EPRC) Project` funded by UNHCR, located at Cox`s Bazar District.

Duration: 15 September 2026 to 31 December 2026

Job Location: Ukhiya/Teknaf, Cox’s Bazar.

Key areas of responsibility:

  • C.1.Key area of Performance/Responsibility/Accountability:

    a)     The Technical Officer – Youth Environment Club & Religious Engagement will provide overall technical guidance and oversight for the implementation of YEC and RE activities under CODEC-CBP.

    b)     She/he will work under the direct supervision of the CBP Coordinator and maintain active coordination with all CBP Technical Officers and relevant field staff to ensure smooth and coherent implementation of YEC and RE activities across the assigned camps.

    c)     She/he will regularly monitor the implementation of YEC and RE activities through field visits, observation, discussion with staff and volunteers, review of activity records, and follow-up on identified gaps.

    d)     She/he will make frequent field movements across the CODEC-CBP camp areas to provide technical support, monitor activity quality, identify challenges, and ensure timely follow-up actions.

    e)     She/he will provide technical guidance to relevant CBP Technical Officers and field staff who are responsible for implementing YEC and RE activities as part of their respective component responsibilities.

    f)      She/he will monitor and support the implementation of Youth Environment Club activities, including youth engagement, environmental awareness, community clean-up activities, tree plantation, recycling, environmental conservation, climate resilience, and other approved community-based environmental initiatives.

    g)     She/he will support the formation, strengthening, and meaningful participation of youth-led environmental groups and promote community ownership of environmental protection initiatives.

    h)     She/he will ensure that YEC activities provide meaningful opportunities for participation of adolescents, youth, women, persons with disabilities, and other relevant community groups through inclusive approaches.

    i)      She/he will monitor and provide technical support to Religious Engagement activities implemented through Imams, Female Religious Teachers (FRTs), and relevant CBP field staff.

    j)      She/he will support regular coordination and engagement with Imams and FRTs and identify their technical support and capacity-building needs.

    k)     She/he will support the development and implementation of appropriate orientations, training sessions, coaching, and capacity-building activities for relevant staff and field-level volunteers involved in YEC and RE.

    l)      She/he will provide technical coaching and practical guidance to CBP staff to strengthen their capacity to integrate YEC and RE activities within the broader Community-Based Protection approach.

    m)   She/he will ensure that YEC and RE activities are implemented in a manner that promotes community participation, inclusion, accountability, safeguarding, protection sensitivity, and community ownership.

    n)     She/he will support community consultations, discussions, participatory activities, and other appropriate engagement mechanisms to understand community concerns, priorities, and opportunities related to environmental protection and religious engagement.

    o)     She/he will support the use of community-based approaches for awareness raising, positive behavioural change, environmental sustainability, social cohesion, protection, and community resilience through YEC and RE activities, as applicable to the approved programme design.

    p)     She/he will maintain active coordination with other CODEC-CBP components and field staff to ensure that YEC and RE activities are appropriately linked with broader CBP implementation and that opportunities for coordinated activities, referrals, participation, and information sharing are utilized.

    q)     She/he will maintain active coordination with the EPRC Child Protection and GBV components to strengthen complementary programming, appropriate coordination, and protection-sensitive implementation where relevant.

    r)      She/he will maintain regular communication and coordination with CICs, Camp Protection Focal Points, UNHCR counterparts for Religious Engagement and Youth/Environment activities, and other relevant UNHCR CBP camp-level focal points.

    s)      She/he will participate in relevant camp-level coordination meetings and ensure that relevant YEC and RE issues, progress, challenges, and follow-up actions are appropriately communicated.

    t)      She/he will organize and facilitate necessary internal and external coordination meetings related to YEC and RE and ensure follow-up of agreed actions.

    u)     She/he will identify implementation gaps, technical challenges, capacity gaps, and operational needs related to YEC and RE and communicate them to the CBP Coordinator with appropriate follow-up information.

    v)     She/he will monitor the availability and appropriate use of relevant materials and resources required for YEC and RE activities and communicate operational requirements through the established project process.

    w)   She/he will document good practices, lessons learned, challenges, and significant achievements from YEC and RE implementation to support programme learning and quality improvement.

    x)     She/he will ensure that activities are implemented in accordance with approved work plans, project objectives, relevant UNHCR guidance, CODEC policies, humanitarian principles, safeguarding standards, and the CBP approach.

    y)     She/he will ensure that all activities involving community members, youth, volunteers, Imams, FRTs, and staff are conducted in a safe, respectful, inclusive, and protection-sensitive manner.

    z)     She/he will perform any other responsibility assigned by the CBP Coordinator within the scope of the position and CBP framework.

    aa)  Ensure compliance with PSEAH, Child Safeguarding, Safeguarding, CODEC Code of Conduct, organizational policies, humanitarian principles, confidentiality, and other relevant standards and procedures, and promote their application by all concerned staff and volunteers.

    C:2 Reporting & Documentation

    a)     The Technical Officer – Youth Environment Club & Religious Engagement will take overall responsibility for ensuring the quality, accuracy, completeness, and timely submission of YEC and RE reports to the CBP Coordinator.

    b)     She/he will compile, review, consolidate, and analyse YEC and RE information received from the relevant CBP Technical Officers and field staff.

    c)     She/he will ensure timely preparation and submission of weekly, monthly, quarterly, donor, UNHCR, and other required reports related to YEC and RE.

    d)     She/he will ensure that reported achievements, participant figures, activity progress, volunteer engagement, training, meetings, community initiatives, and other programme information are verified and consistent with available records.

    e)     She/he will review implementation progress against approved work plans, indicators, and targets and identify achievements, gaps, challenges, pending actions, and areas requiring management attention.

    f)      She/he will maintain and regularly update relevant YEC and RE trackers, monitoring tools, activity records, volunteer information, training records, and other required documentation.

    g)     She/he will ensure that activity documentation, photographs, attendance records, success stories, good practices, lessons learned, and other supporting documents are properly maintained for reporting and programme monitoring purposes.

    h)     She/he will prepare analytical updates, presentations, briefing notes, success stories, case studies, and other YEC and RE-related documentation as required by the CBP Coordinator, UNHCR, donors, or internal management.

    i)      She/he will provide timely updates to the CBP Coordinator on significant implementation challenges, coordination issues, capacity gaps, emerging concerns, and other matters requiring management attention.

    j)      She/he will support the CBP Coordinator in preparing donor and UNHCR reporting and ensure that YEC and RE information is accurately consolidated within broader CBP reporting.

    k)     She/he will ensure that all reporting and documentation related to community members and volunteers complies with confidentiality, safeguarding, data protection, and protection principles.

    C:3 Coordination & Representation:

    a)     The Technical Officer – Youth Environment Club & Religious Engagement will maintain regular coordination with the CBP Coordinator regarding implementation progress, technical quality, coordination requirements, reporting, donor communication, and strategic issues related to YEC and RE.

    b)     She/he will maintain active coordination with all CBP Technical Officers and relevant field staff to ensure integrated and coherent implementation of YEC and RE across the camp areas.

    c)     She/he will maintain active coordination with Imams, Female Religious Teachers (FRTs), youth/environment volunteers, and other relevant field-level volunteers engaged in YEC and RE activities.

    d)     She/he will maintain coordination with EPRC Child Protection and GBV teams and other relevant CODEC components where joint or complementary engagement is required.

    e)     She/he will maintain regular coordination with CICs, Camp Protection Focal Points, UNHCR counterparts, relevant UNHCR CBP camp-level focal points, partner organizations, and other relevant stakeholders.

    f)      She/he will attend relevant camp-level, sector-level, technical, coordination, and UNHCR meetings and represent CODEC-CBP on YEC and RE-related matters as assigned.

    g)     She/he will arrange necessary YEC and RE coordination meetings, review meetings, team meetings, capacity-building sessions, and other relevant events and ensure that decisions and follow-up actions are properly communicated.

    h)     She/he will coordinate with relevant stakeholders on environmental initiatives, youth engagement, religious engagement, community participation, awareness activities, and other relevant YEC and RE activities.

    i)      She/he will maintain professional communication with donors, UNHCR counterparts, camp authorities, partners, and community representatives and ensure that information shared through coordination mechanisms is accurate and appropriate.

    j)      She/he will ensure that all coordination and representation activities uphold the principles of community-based protection, meaningful participation, inclusion, accountability, safeguarding, confidentiality, and protection sensitivity.

Safeguarding and PSEA:

  • S/he should abide by the Inter-Agency Standing Committee (IASC)`s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.

  • Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program`s goals on safeguarding implementation.
