∎ Masters in any discipline or Bachelor Degree from a reputed university.

Job Responsibilities:
∎ The position is require to provide technical support for quality monitoring and lead the execution of the social accountability component under Nobo Jatra program to make sure the project goal and expectation are met. The position will be based in respective Upazila where the DFAP-Nobo Jatra program will be implemented. The Technical Officer-Social Accountability will be assisted with technical support and guidance by Upazila Coordinator under PNGO and Community Development officer under Nobo Jatra program, World Vision Bangladesh. S/he will be responsible for supervision of Social accountability Organizers and provide technical guidance.
∎ Key responsibilities of Technical Officer - Social Accountability are-
∎ Plan and implement various activities related to Social Accountability activities within assigned Upazila
∎ Execute and lead the social accountability component to meet the project goals
∎ Improve social accountability of service provider for the most vulnerable by local Govt. authority
∎ Facilitate local service system strengthening process by using effective advocacy tools
∎ Ensuring Social accountability organizers are effectively trained and monitoring local level advocacy work
∎ Build and maintain relations with community stakeholders and government bodies
∎ Ensuring that good governance process benefits are sustained
∎ Area wise Specific task are -
∎ Program Implementation:
∎ The incumbent will be accountable for providing technical support including planning, implementation and coordination of activities that require thorough understanding of program/project context, issues and ability to develop & apply a range of guidelines/practices.
∎ Assist Field Organizer so that they understand the concept of the program very well particularly the concept on Social accountability frame work of Nob Jatra program including CVA approach.
∎ Closely work with WVB-Nobo Jatra's technical team in activity planning, designing, reporting and analysis of program progress.
∎ Capacity building of Field Organizers and support them to organize and conduct community based different technical training and CVA process.
∎ Identify LSPs and capacity building in order to engage them under NJP activities.
∎ S/he will be working in a team approach particularly closely with WVB-Nobojatra's team and other components' team and as well as local Govt., private and public sectors.
∎ Community Transformation:
∎ Provide technical support to establish and functional various local government committee and community based group like UPSC, VDC, CVA group with their developed action plan
∎ Ensure representation of VDC member in the UP Standing Committee
∎ Ensure World vision's CVA model successfully piloted
∎ Documentation & Reporting:
∎ Compliance USAID policy procedure and properly documented
∎ Provide timely technical inputs for monthly, quarterly, annual reports, work plans and budget Important information and learning shared with relevant colleagues
∎ Provide case study and significant story
∎ Lesson learnt and best practices are reported and shared in the program management
∎ Ensure to collect MIS data and entry in system properly
∎ Networking & Advocacy:
∎ Establish regular working relationships with government line agencies as required
∎ Effective working relationships establish with Upazila and Union parishad as well as community leaders
∎ Effective coordination with NGOs undertaking governance activities in the program area
∎ Government bodies engaged by communities resulting in improved services for the citizens
∎ Coordination work with other sectors and consortium members under Nobo Jatra Program
∎ Professional and Personal Development:
∎ Improved capacity through self-learning and consultation with colleagues
∎ Professional development events attended
∎ Know and understand appropriate new paradigms in Nobo Jatra program operations

Additional Requirements:
∎ Minimum of four years' working experience in advocacy field with capacity of project management. Experience on supervising others, report writing and implement Social Accountability, Governance related project or USAID funded project implementation will be added advantage.
∎ An understanding of project management
∎ Extensive knowledge related to Social Accountability, Good Governance and Advocacy understanding
∎ Oral and written communication skills in English and Bengal
∎ Computer literacy, including the ability to use Microsoft Word, Excel and PowerPoint
∎ Ability to meet deadlines
∎ Strong work ethic
∎ High attention detail
∎ Self-motivated
∎ Ability to self-learn
∎ Ability to assess what is involved to complete a task and adapt knowledge to suit the situation
∎ Ability to assess the effectiveness of activities and if required to adapt approach
