Job Summary: The Technical Officer oversees the planning, implementation, and monitoring of Maternal, Newborn, and Child Health (MNCH) and Sexual and Reproductive Health and Rights (SRHR) activities. Responsibilities include preparing budgets, developing operational plans with the health center’s management committee, and conducting field visits to assess progress. The officer establishes referral systems between community clinics (CCs), Union health centers, and hospitals. Organizes meetings for coordinated healthcare delivery. Also facilitates training for clinic staff and community mobilizers. Additionally, the Technical Officer is involved in advocating for MNCH and SRHR goals, supports gender strategies, and addresses programming gaps while ensuring alignment with financial and operational plans, including spiritual considerations.
Prepare Community Clinic and catchment area activity budget for the assigned area and submit it to PM.
Facilitate/develop a CC-based operational plan for different activities as per the MNCH/SRHR activity plan, based on the respective CC plan.
Facilitate CC management committee towards developing CC activity plan; ensure CC Development plan for assign area.
Prepare a monthly monitoring plan to review the implementation status of the activities Plan; conduct field visits to monitor the MNCH/SRHR activity progress; and guide and provide support to the CC management committee for such implementation.
Prepare periodic monitoring reports and share them with the concerned MDC and other concerned persons.
Work with the local level govt. officials to establish functional referral mechanisms among CC UHC, and District General Hospital.
Organize coordination meetings, and ensure required logistics support for such meetings.
Prepare monthly report on CC activities in the Upazila and submit it to PM.
Ensure CC wise capacity building plan for CC’s and community mobilize.
Consolidate CC wise capacity building plan and prepare a quarterly plan for assigned area.
Conduct/facilitate different training/ orientation for CC/CSG and community mobilization as per govt. guideline/project plan; consolidate periodic reports on capacity building for CC in the assigned area; maintain a database on capacity building events for CCs.
Maintain close liaison with CC and UHC, participate/organize coordination meetings between the MNCH/SRHR and UHC Authority.
Advocate the MNCH/SRHR agenda (especially on capacity building of service providers at CC through UHC officials).
Participate in GO/NGO Coordination meeting on UH&FWC under the guidance of the Program Manager and project team on the outcome of the meeting.
Support the Program Manager for the development/revision of a strategy for gender mainstreaming in health program interventions.
Assist midwives in identifying various gaps in the MNCH/SRHR program design and at implementation, provide inputs to address such gaps.
Work with the team and ensure budgetary provisions of CCs and other stakeholders as per the MNCH/SRHR program design design incorporate spiritual issues in own performance planning and reflect the same in performance discussion and documentation
