  • At least 5 years of technical experience working on the same theme, preferably in a development and humanitarian context, particularly experience in community-based DRR, anticipatory action, or climate resilience programs.

  • Experience working with local authorities and community-based disaster structures (DMCs, UDMCs, WDMCs)

  • Proven experience in inclusive programming, particularly in disability-focused interventions.

  • Experience with multi-stakeholder coordination, EAPs, and simulation exercises is highly desirable.

  • Strong understanding of forecast-based early action, risk assessment, and contingency planning.

  • Demonstrated capacity in facilitation, training design, and participatory methods.

  • Familiarity with national AA protocols and DRM structures in Bangladesh.

  • Knowledge of Washington Group Questions and inclusive data collection tools.

  • Understanding of early warning communication strategies

  • Excellent communication skills in Bangla and working proficiency in English.

  • Skilled in data collection, documentation, and analysis.

  • Ability to travel to remote areas and work in diverse, multicultural environments.

  • Good command of MS Office applications (Word, Excel, PowerPoint).

Responsibilities & Context:

Handicap International – Humanity & Inclusion (HI) is implementing an innovative anticipatory action (AA) and disability-inclusive disaster risk reduction (DRR) project in Kurigram, Bangladesh. The project aims to enhance community resilience, develop inclusive early action protocols (EAPs), and ensure the meaningful participation of people with disabilities across all phases of humanitarian action.

HI is looking for a Senior Technical Officer—DRR & AA (Re-advertisement) for its anticipated project named “Inclusive and Locally Led Action on Climate-Induced Disasters in Bangladesh", with Handicap International—Humanity & Inclusion.

Job Grade and Level: A1 (Equivalent to the Technical Specialist).

Reporting to the Area Manager, the Senior Technical Officer – DRR & AA is a field-based technical support role responsible for ensuring inclusive DRR and AA standards across community-level planning, capacity building, and early warning systems. The position plays a coordinating role between HI’s technical team, implementing partners, and local stakeholders, with a strong focus on ensuring quality, inclusion, and evidence-based learning in project delivery. S/he works closely with the program technical team. The position holder will be based in Kurigram with frequent travel to project locations within the district. May include occasional travel to Dhaka for coordination or learning events.

Mission 1: Operational Implementation

Responsibility 1: Project Planning and Technical Delivery

  • Coordinate and technically support the planning and implementation of inclusive CRAs/VCAs led by local partners and community structures, ensuring alignment with HI’s inclusive DRR framework.

  • Provide, in consultation with regional and HQ specialists, technical input to define and validate flood triggers aligned with national AA protocols.

  • Organize and facilitate inclusive simulation exercises (SIMEX) at union and upazila levels.

  • Ensuring gender, age, and disability are effectively mainstreamed across DRR & AA tools and activities.

  • Facilitate the integration of EAPs into local disaster management plans and structures.

  • Support implementation of baseline assessments jointly with relevant HI teams (Rehab, Inclusion, MHPSS, Accessibility, Livelihoods), highlighting DRR-CCA opportunities and barriers.

Responsibility 2: Capacity Building and Community Engagement

  • In consultation with regional specialists, design and implement capacity-building programs for local authorities, OPDs, community volunteers, and DRM actors on inclusive DRR and anticipatory action.

  • Strengthen HI staff and partner technical capacities to implement people-centered, disability-inclusive DRR approaches.

  • Develop and deliver inclusive DRR training modules targeting Disaster Management Committee (DMC) members and community groups.

  • Build awareness and capacity among project teams on safeguarding, inclusive facilitation, and disability mainstreaming.

Mission 2: Coordination and Representation

Responsibility 3: Stakeholder Engagement and External Coordination

  • Liaise with Ward, Union, Upazila, and District DMCs; the Department of Disaster Management; Social Services; and other public institutions to promote inclusive disaster preparedness.

  • Participating in DRR, AA, and disability inclusion technical forums and working groups at local and district levels.

  • Coordinate with Start Fund Bangladesh, Forecast-based Financing (FbF) partners, and early warning service providers.

  • Maintain strong collaboration with HI’s technical specialists and national coordination platforms.

Mission 3: Monitoring, Evaluation, Accountability, and Learning

Responsibility 4: MEL Contribution

  • Support implementation of the MEL framework, ensuring collection and analysis of data relevant to project indicators and results.

  • Monitor the quality and inclusiveness of project activities through regular field visits, beneficiary feedback, and data verification.

  • Collaborate with the MEAL team to analyze data related to inclusive AAP effectiveness and contribute to learning documents and donor reports.

  • Participate in regular project review and coordination meetings to improve adaptive management.

Responsibility 5: Data Management and Reporting

  • Ensure effective use of data collection tools and adherence to data protection protocols.

  • Support timely and accurate reporting of activity results, beneficiary reach, and learning.

  • Maintain up-to-date beneficiary records related to DRR and AA services and track individual and household-level outcomes.

Mission 4: Emergency Preparedness and Response

  • Contribute to HI’s emergency preparedness planning.

  • Adapt work modalities in response to sudden-onset disasters or the activation of anticipatory action in the region.
