Job Context:
∎ Reporting to the Director- Evidence and Learning in Country Office, Senior Manager-MEAL will lead the process of strengthening Monitoring, Evaluation, Accountability and Learning (MEAL) systems and approaches in Cox`s Bazar Area Office (including the Rohingya Response). S/he will support Director-Evidence and Learning to provide strategic direction and oversight of SCI`s Rohingya Response approach to MEAL, as well as to development programs undertaken by the Area Office. S/he will provide technical support and supervision to the sector MEAL Managers as well as program leads (as required) to ensure continuous improvement to the existing MEAL system. S/he will lead on designing and implementing MEAL system for all projects in the Area Office and draw lessons learned to contribute to the development and delivery of a high-quality program for children. S/he, with guidance from Director- Evidence and Learning, will manage the overall MEAL budget for the Area Office, including the humanitarian response.

Additional Requirements:
∎ At least 7 years' experience in monitoring & evaluation, proven track record [3 years+] of developing, implementing and reviewing MEAL systems/strategies at senior level for both development and humanitarian contexts, including 3 years in management/leadership position
∎ Good analytical skills, effective negotiator, with the ability to proactively influence cross sectoral and departmental buy-in, ability to analyse information, evaluate options and to think and plan strategically
∎ Previous experience of successfully leading internal Needs assessments, Baseline and Evaluation at Country/Sector Level.
∎ Solid understanding of quantitative and qualitative monitoring and evaluation methodologies, including skills in analysis, documentation and presentation of complex data/information.
∎ Experience with Accountability mechanisms and child participatory approaches
∎ Proven capacity to manage team and also train and coach staff.
∎ Fluency in English (both written and oral)
∎ High level proficiency on analytical software, e.g., Excel/SPSS/STATA and GIS skills preferable
