Responsibilities & Context:
∎ The Project Monitoring & Evaluation Officer (PM&EO) is mainly responsible for effective programme monitoring and support for continuous development in project operations and conduct evaluation to make suggestions to the Management for further development of the project.
∎ Prepare monthly and quarterly individual work plan and act accordingly and share achievements at the end of the month and/or quarter.
∎ Develop/revise and share a comprehensive LC monitoring checklist which will be used in monitoring and supervision.
∎ Set quarterly target and follow up monitoring & evaluation as per the indicators at output levels and recorded in database.
∎ Follow up on activities, reports & performance towards Programme Document (PD) indicators.
∎ Lead to conduct baseline assessments to understand the educational needs and challenges within the Rohingya community.
∎ Work with relevant stakeholders to develop monitoring and evaluation frameworks aligned with project objectives.
∎ Analyze the progress, learning outcomes, enrollment rates, community engagement and impact of education initiatives among communities and identify areas for improvement.
∎ Regularly monitor the implementation of education projects, ensuring adherence to set plans, timelines, and quality standards.
∎ Provide evidence-based recommendations for program adjustments and improvements.
∎ Prepare regular reports on the progress, achievements, and challenges of education programs for internal and external stakeholders.
∎ Communicate findings effectively to the education team, project managers, donors, and other relevant parties.
∎ Train education project staff on M&E processes and tools to enhance their capacity on accountability to affected populations.
∎ Facilitate feedback mechanisms for beneficiaries and stakeholders to contribute to program improvement.
∎ Promote a culture of learning within the education team, incorporating lessons learned into future program planning.
∎ Recommend adaptations to program strategies based on M&E findings to ensure relevance and effectiveness.
∎ Explore and promote innovative approaches to enhance the impact of education initiatives.
∎ Collect success stories/case study of major activities and take initiatives to ensure their appropriate circulation and dissemination.
∎ Collaborate with other organizations, agencies, and government bodies involved in the Rohingya response to share M&E findings, best practices, and coordinate efforts for improved education outcomes.
∎ Support organization/project in the design of Log Frame and Monitoring & Evaluation Plan during preparation of project proposal.·
∎ Any other task assigned by the supervisor/management.
∎ Master’s degree in Education, Social Sciences, Statistics, or a related field.
∎ Proven experience (typically more than 4 years) in monitoring and evaluation within education or humanitarian projects, preferably in refugee settings.
∎ Effective written and verbal communication in English and Bangla.
∎ Ability to convey complex information clearly and concisely.
∎ Proficiency in data collection tools, statistical analysis, and reporting.
∎ Strong analytical and critical thinking abilities to interpret data and draw meaningful insights.
∎ Excellent interpersonal skills for effective collaboration with team members and stakeholders.
∎ Capacity to manage multiple tasks and deadlines efficiently.
∎ Ability to adapt to changing circumstances and address unexpected challenges.
∎ Strong problem-solving skills to find practical and effective solutions.
