  • Minimum 05 years of working experience in disaster management and Climate Change. Working experiences for the rights of person with disability will be given priority.

  • Experience in local inclusive development/CBID/disability rights/support OPD is preferred.

  • Experience of working/have knowledge on SDG, SOD, Sendai framework, CRPD and rights and protection act of person with disability.

Responsibilities & Context:

Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has it's Central Office in Dhaka and eight Regional Offices (Barisal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh and Sylhet). CB is implementing 88 on-going projects covering 185 Upazilas on eight main priorities i.e i) Social Welfare and Services of Love for Vulnerable Communities, ii) Ecological Conservation, Climate Justice and Sustainable Food System, iii) Humanitarian Response and Disaster management, iv) Education, Skill Development and Employment Creation, v) Health Care, Nutrition and Education, vi) Development of Indigenous Peoples, vii) Integral Human Development, viii) Institutional Development and Sustainability.

Caritas Bangladesh (CB) is looking for suitable candidate for an immediate appointment as well as to prepare a panel list for the post of "Project Manager" of DiDRM, CALL Programme under Caritas Khulna Region.

Job Context:

Caritas Bangladesh is implementing the project titled "P00588 DIDRM CALL Programme" funded by CBM Global Bangladesh and SDC. The project will be implemented in Koyra and Dacope of Khulna district. The overall objectives of the project is "Improving resilience of at-risk community members, including persons with disabilities, to adapt and manage climate-induced disaster risks in Bangladesh. "This position is based at sub-district and district level. The position will lead the project team in the working location to achieve the stated goal and objectives. She will be responsible for the overall implementation, capacity building on disability inclusive disaster risk management (DiDRM) communication, advocacy, monitoring, reporting and documentation in close contact with Caritas and CBMG focal person timely and efficient manner.

Role and Responsibilities

  • Play a lead role in developing detailed project implementation plan (DIP) for each year and update quarterly.

  • Prepare fund utilization plan (quarterly/six-monthly/yearly) in consultation with Program Officer-DM and Regional Director (Khulna) and update them on utilization of project office and Regional budget of the project.

  • Ensure the optimization of project initiation and execution through effective resource planning and job assignment.

  • Provide high level supervisory and managerial support to the project team for developing their technical skills and professional competencies.

  • Supervise and follow up the inclusive need assessment, baseline and end line survey, market system and value chain analysis, stakeholder mapping for potential climate resilient inclusive livelihood options and develop capacity strengthening plan for the persons with disabilities as well as for the OPDs.

  • Coordinate and organize technical events, meetings, trainings, workshops and dialogues with government and private actors for establishing the rights of person with disability.

  • Enhance the capacity of UDMC in regard to community risk profile with participation of person with disabilities and assist UDMC to mobilize fund for implementation of action plan.

  • Take up necessary action for implementation under the purview of the project goals.

  • Supervise and provide effective guidance to the project team in organizing and facilitating necessary pre-service, in-service and other training courses for the formation of staffs of assigned project in order to continuously develop professional skills and commitment among the project staffs.

  • Lead in preparing necessary IEC, awareness materials for the purposes of motivation, sensitization, advocacy, etc.

  • Engaging with the third party for proper implementation of baseline survey/study/evaluation through development of ToR to receive the technical suggestion from CBMG and providing information as needed..

  • Create awareness on Disabilities Inclusion Climate Change Adaptation (DICCA) and DIDRM among persons with disabilities and OPDs through networks.

  • Review and follow up of the progress of action plan of the assigned projects of DM and recommend taking measures for improvement.

  • Guide monitoring officer to develop MEAL framework and inclusive complaint feedback mechanism (ICFM) and ensure the executions accordingly.

  • Undertake field visits for at least 10 days per month for program monitoring and to extend support to the Regions/Field Officers for proper and effective implementation of the programs.

  • Prepare field visit reports, disseminate and share the field findings with the respective project staff members for further improvement.

  • Ensure sound financial management of the assigned projects and compliance with donor, government regulations and practices of assigned projects' budget.

  • Provide guidance and support to Regional staffs of assigned projects in management of project finance through planning. preparation of Annual Performance plans and forecast of project balance.

  • Prepare reports for donors on the program outputs, results and objectives of assigned projects as per need.

  • Prepare report/case study for government bodies, governing bodies of Caritas and Caritas Annual Report in consultation with PO-DM, Caritas Khulna Region.

  • Responsible for documentation of Project's documents following policy/guidance.

  • Responsible for collection and preservation of all types of reports, documents (project proposal, project agreement, etc).

  • important files and papers of assigned projects for future reference.

  • Ensure timely donor reports (programmatic and financial) and donor responses in collaboration with project team and OPDs.

  • Maintain contact, liaison, network and coordination with key relevant stakeholders e.g. community people of project areas/forum/organizations, beneficiaries, community leaders, local and national government officials, and other NGOs with the objective of ensuring good cooperation and partnership.
