Experience:

• Master's degree in any discipline preferably Statistics/Social Science/Economics/Development Studies/Public Administration from a recognized university/institution.

• Required Experience

• Minimum 3 years of professional experience in Monitoring. Evaluation, Learning, and Documentation (MEL/M&E).

• Experience in using ICT and digital tools for program monitoring, implementation, data collection, and data management.

• Hands-on experience with mobile-based data collection platforms such as Kobo Toolbox, ONA, or similar applications.

• Proficiency in Kobo Toolbox and Microsoft Excel for data entry, analysis, visualization, and report generation.

• Strong report writing skills in both English and Bangla.

• Excellent verbal and written communication skills in English and Bangla,

• Required Languages: Strong written and oral command in English/Bangle is required.

• Knowledge, Skills, and Competencies

• Sound knowledge of web-based Management Information Systems (MIS) and the ability to operate and maintain them effectively.

• Strong skills in data management, analysis, interpretation, and visualization using Microsoft Excel or other spreadsheet and data analysis software.

• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Access.

• Proficiency in developing Microsoft PowerPoint and other digital presentations.

• Demonstrated ability to facilitate meetings, workshops, training sessions, and learning events.

• Previous experience working on anti-human trafficking (TIP) projects or with trafficking survivors will be considered an added advantage.

• Strong interpersonal skills, with empathy and sensitivity when working with survivors of traficking in persons (TIP).

• Self-motivated, proactive, and able to work independently with minimum supervision while meeting deadlines.

Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has it's Central Office in Dhaka and eight Regional Offices (Barisal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh and Sylhet). CB is implementing 88 on-going projects covering 185 Upazilas focusing on eight main priorities i.e i) Social Welfare and Services of Love for Vulnerable Communities, ii) Ecological Conservation, Climate Justice and Sustainable Food System, iii) Humanitarian Response and Disaster management, iv) Education, Skill Development and Employment Creation, v) Health Care, Nutrition and Education, vi) Development of Indigenous Peoples, vii) Integral Human Development, viii) Institutional Development and Sustainability.

Ashshash: For Men And Women Who Have Escaped Trafficking Phase-II is a project of WINROCK International which is implemented by Caritas Bangladesh through a partnership agreement in Khulna district. The Ashshash (Phase-II) is funded by the Embassy of Switzerland in Bangladesh through WINROCK International. Project aims to restore the dignity and well-being and become self-sufficient of human trafficking survivors. After identification and profiling the survivors get the emergency supports including health, legal, psychosocial counselling support along with other social services and facilitated opportunities for skill-development and entrepreneurship training. Upon completion of the training survivors are to be placed in either wage-based and or self-employment. Furthermore, Ashshash will reach people in the project's working areas; either directly or indirectly, through awareness-raising activities on factors that make people vulnerable to human trafficking, and to ensure the prevention of human trafficking. Project is also execute a intensive follow-up and monitoring to a intensive monitoring and evaluation framework with online and offline data management and analysis to report generation.

Caritas Bangladesh (CB) is looking for suitable candidate for an immediate appointment as well as to prepare a panel list for the post of "Deputy Manager- Monitoring & Documentation" under Caritas Khulna Region.

Reporting to : Project Manager, Ashshash Phase-II, finally Regional Director

Job Duration : Project Period

Key Responsibilities

• Establish and maintain the Monitoring, Evaluation, and Learning (MEL) system for the Ashshash Phase II Project in compliance with Winrock International's policies, guidelines, and reporting requirements.

• Verify and authorize beneficiary enrolment through the victim identification and verification process to ensure eligibility, accuracy, and data integrity.

• Ensure real-time routine monitoring and validate monitoring data for accuracy, completeness, and timeliness.

• Maintain high-quality monitoring data in accordance with the project's MEL Plan, Data Flow Diagram, and Data Quality Standards.

• Prepare regular process monitoring reports, periodic performance reports, dashboards, and other analytical reports.

• Conduct trend and performance analysis using monitoring data to support project reporting, adaptive management, and evidence-based decision-making.

• Support the Project Manager in preparing, reviewing, and finalizing donor and organizational reports.

• Conduct regular field monitoring visits to assess implementation quality, verify data, identify gaps, and provide constructive feedback for program improvement.

• Provide technical support in conducting baseline, endline, assessments, evaluations, research studies, and periodic Data Quality Assessments (DQA).

• Ensure effective implementation of beneficiary accountability, complaints, and feedback-response mechanisms in accordance with the project's Accountability Framework.

• Manage the Ashshash Management Information System (MIS) and ensure timely, accurate, and complete data entry in line with the MEL Plan and Data Flow Diagram.

• Analyze project data, generate performance insights, and provide actionable recommendations to improve project implementation and results.

• Document success stories, case studies, lessons learned, best practices, and project achievements in collaboration with project staff and under the technical guidance of Winrock International.

• Build the capacity of project and frontline staff through training, mentoring, and technical support on MEL, MIS, digital data collection, data quality, and reporting.

• Perform any other duties and responsibilities assigned by the Project Manager or Ashshash Project Management.

• Consolidated Salary : 34,650 BDT (consolidated) per month

• Festival/Pro-rata Bonus : As per organizational policy
