  • Age At least 18 years
  • Minimum of 3 years of progressive experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) within the humanitarian and development sectors.

  • Technical Tools: Highly competent in utilizing Kobo Toolbox, MS Office (Word, Excel, and PowerPoint), and data visualization interfaces.

  • Core Competencies: Strong conceptual understanding of MEAL frameworks, tools, methodologies, and the execution of Complaints, Feedback, and Response Mechanisms (CFRM).

  • Demonstrated experience in designing and implementing MEAL frameworks, data collection tools, quality assurance mechanisms, database management, and analysis.

  • Proven experience in managing CFRM systems and promoting Accountability to Affected Populations (AAP).

  • Strong analytical, report-writing, and data-visualization skills, with advanced proficiency in Microsoft Excel and specialized data management systems.

  • Thorough understanding of gender, protection, PSEAH, safeguarding, and inclusion principles, along with a track record of integrating these aspects into MEAL systems.

  • Proven ability to work collaboratively with multi-sectoral program teams to support evidence-based decision-making through monitoring findings and documented lessons learned.



Responsibilities & Context:

Job Context

PHALS is a non-governmental organization (NGO) dedicated to humanitarian assistance and sustainable development since 1996. In continuation of its mission, PHALS is implementing the "Support to FDMN in Cox’s Bazar in the Education Sector" project, funded by GAC and supported by BRAC.

We are seeking a qualified, highly motivated MEAL Officer to strengthen the quality, accountability, and overall effectiveness of project implementation. The successful candidate will lead field-level monitoring, evaluation, accountability, and learning (MEAL) activities. This position ensures timely and accurate data collection, analysis, high-quality reporting, and the robust management of the Complaints, Feedback, and Response Mechanism (CFRM), thereby enabling evidence-based decision-making, continuous learning, and strict compliance with organizational and donor standards.

Project: Support to FDMN In Cox’s Bazar in Education Sector Project

Duration: 6 months (1st July 2026 to 31st December 2026)

Report to: Project Manager

Key Responsibilities

  • Monitor and report on MEAL-related challenges and implementation gaps to inform timely adjustments to project plans and schedules.

  • Support field-level MEAL activities, including digital data collection; assist project staff in producing timely, evidence-based MEAL data in accordance with the reporting schedule.

  • Lead the roll-out and implementation of the Complaints, Feedback, and Response Mechanism (CFRM). Actively seek, log, and respond to feedback from targeted community members and external stakeholders as defined by CFRM guidelines.

  • Complete comprehensive project documentation regarding MEAL activities, including identifying key information for case studies and documenting promising practices.

  • Foster program learning and data-driven decision-making by engaging deeply with project data, posing critical questions, and sharing community-level insights with project management.

  • Coordinate closely with the BRAC and PHALS offices to facilitate baseline, mid-term, endline evaluations, and other ad-hoc assessments.

  • Prepare high-quality event-based, monthly, bi-monthly, quarterly, bi-annual, and project completion reports, incorporating photos, case studies, graphs, and multimedia assets to showcase results.

  • Support the design, execution, and analysis of Data Quality Assessments (DQA).

  • Support the development and maintenance of project dashboards and Management Information System (MIS) reports to ensure data integrity and timely visual reporting.

  • Assist in conducting needs assessments and contributing data-driven insights toward project proposal development.

  • Provide regular project updates to the Executive Director and perform any other duties assigned by PHALS management within the scope of general responsibilities.
