∎ The PQ Specialist position is at Oxfam in Bangladesh (OiBD) and comes at an exciting time as it implements its new Country Strategy and Operating Model. It's an exciting opportunity to join the leadership team at OiBD to shape the organization's programme quality practice, portfolio and market presence, working in collaboration with others across the confederation.
∎ Skills, Experience And Knowledge:
∎ Tertiary qualifications in a relevant field and minimum of 5 years of experience and skills in the programme design and people management in international development organizations. In addition, the following qualities are required:
∎ Technical Skills:
∎ Essential:
∎ The main Competencies for the Programme Quality Specialist - CJNRR & HADR are as follows:
∎ Strong understanding of Core Humanitarian Standards, Feminist Principles, Gender Mainstreaming, Human Rights, Rights Based and Knowledge-Based Approach to sustainable development, Sustainable Development Goals (SDGs), climate actions and natural resource management.
∎ Minimum 5 years of experience in MEAL/ PQ&KM in the fields of Climate Justice, Natural Resource Management, Humanitarian Action and Disaster Resilience.
∎ Strong knowledge of ICT applications and development - especially for MEAL and KM including web-based, mobile app based and other distant monitoring and research tools.
∎ Systems thinking and clear understanding about the Monitoring, Evaluation, Accountability and Learning (MEAL) and Knowledge Management (KM) Framework, tools and indicator setting, evidence-based advocacy, with emphasis on participatory and partnership-based approaches.
∎ Demonstrable experience in program cycle management, results framework, theory of change, both around project designing and implementation.
∎ Fluency in both written and spoken English and Bangla and good report-writing skills.
∎ Desirable:
∎ Strong understanding of qualitative and quantitative research methods and tools.
∎ Demonstrable ability on GIS and RS.
∎ Demonstrable ability on creative graphical representation of data and information.
∎ Proven experience in building and sustaining an effective knowledge management system.

Salary:
∎ BDT. 17,22,303 gross per annum (13 months) with other benefits e.g. medical for spouse and children, contributory Provident fund, gratuity, leave & Insurance etc.
