Experience:
Bachelor's or Master's degree in Business Administration, Supply Chain Management, Commerce, or related field.
• Must have strong computer skills, particularly in MS Word and MS Excel.
• Minimum 5-7 years of experience in procurement, with at least 3 years focused on government tendering.
• Candidates with experience working with government agencies such as DG Food, Ministry of Food, or various government projects, as well as experience in e-tender submission and contract management, will be given special preference.
Other Required Skills & Knowledge:
• Expert knowledge of e-GP (Electronic Government Procurement) platform.
• In-depth understanding of PPA 2006 (Public Procurement Act) and PPR 2025 (Public Procurement Rules).
• Familiarity with open tenders, limited tenders, and other procurement methods related to goods, works, and services.
• Knowledge of bank guarantees, bid bonds, performance securities, and advance payment guarantees.
• Strong documentation and report writing skills.
• Proficiency in MS Office and ERP systems.
• Excellent communication and negotiation skills.
• Ability to work under pressure and meet strict deadlines.

Role Summary:
The Procurement Officer will be responsible for managing all procurement activities of Mim Sharat Group, with a primary focus on government tendering and e-tendering processes. This role requires extensive knowledge of PPA 2006, PPR 2025, and the e-GP platform to ensure successful bid submissions, compliance, and contract execution.
Key Responsibilities:
Government Tendering & E-Tendering:
• Manage end-to-end government tendering processes through the e-GP (Electronic Government Procurement) platform.
• Prepare, review, and submit tender documents, bids, and proposals in compliance with PPA 2006 and PPR 2025.
• Ensure all tender requirements are met including eligibility documents, technical specifications, financial bids, and bank guarantees.
• Monitor government tender notices, track deadlines, and maintain a tender submission calendar.
• Arrange bid bonds, performance guarantees, and other security instruments in coordination with banks.
• Ensure 100% compliance with all tender rules, regulations, and submission guidelines.
• Follow up on tender evaluations, attend pre-tender meetings, and respond to clarification queries from procuring authorities.
• Manage post-award activities including contract signing, performance monitoring, and contract close-out.
Group Procurement:
• Handle procurement of raw materials, equipment, machinery, spare parts, and other supplies for all business units.
• Identify reliable suppliers, negotiate prices, and maintain strong vendor relationships.
• Conduct market research to ensure competitive pricing and quality standards.
• Issue purchase orders, manage supply contracts, and monitor delivery schedules.
• Ensure cost-effective procurement without compromising quality.
• Maintain accurate procurement records, contracts, and documentation.
Compliance & Documentation:
• Ensure all procurement activities comply with government regulations, group policies, and industry standards.
• Maintain proper documentation for audits, tender submissions, and internal reviews.
• Keep updated on changes in PPA, PPR, and e-GP regulations.
• Ensure timely renewal of trade licenses, VAT registration, and other statutory requirements.
Coordination & Reporting:
• Coordinate with internal departments (finance, operations, logistics) for procurement needs.
• Prepare regular procurement reports, budget updates, and cost analysis.
• Maintain close liaison with government agencies, procuring authorities, and banks for tender-related matters.
