We established an office in Cox`s Bazar following the influx of Rohingya refugees in August 2017. In Cox`s Bazar we are implementing a number of projects in self-reliance, livelihoods, food assistance, social enterprise and farmers market with both the host community and the Rohingya population.
∎ The PMEL Officer will be responsible for ensuring the implementation of the provided monitoring tools and templates, monitor the quality implementation and reporting throughout the project.
∎ Working Conditions:
∎ Working days from Sunday to Thursday with 40 hours/ week.
∎ Any other PMEL tasks assigned by the supervisor from time to time.
∎ ICCO HR, Finance, other related policies are applicable.
Job Responsibilities:
∎ Overall Responsibilities: The position will provide extensive support for regular field visit, track progress, data quality control, conduct onsite and post distribution monitoring surveys, be responsible for collecting and properly addressing the complain feedback mechanism, capture learning and best practices.
∎ Key Responsibilities:
∎ Ensure effective monitoring and evaluation of project quality, using donor monitoring tools appropriate.
∎ Work with the PMEL Manager to ensure quality implementation and adherence to meet the WFP standards
∎ Oversee the implementation of the MEAL system through regular field monitoring visits and tracking of Key Performance Indicators as approved by WFP.
∎ Support management and accountability through routine, accurate collection and reporting of information that confirms status of project activities based on log-frame.
∎ Develop consolidated reports on a monthly basis and review field data quality.
∎ Design, conduct and oversee onsite and post distribution monitoring data collection using digital tool.
∎ Collect all the complaint feedback from the beneficiaries during the implementation of the activities as well during the cash distribution and ensure the Complaint Feedback Mechanism (CFM) in place is addressing and solving all the issues.
∎ Collect case studies from the field for qualitative progress monitoring
∎ Facilitate sessions/ training for capacity building of the staff especially on M&E
∎ Assisting the district office in PMEL issues when and where necessary
∎ The duties and responsibilities may change based on requirements.
Additional Requirements:
∎ Minimum 5 years of experience in monitoring and evaluating different kind of projects, preferably dealing with a high volume of beneficiaries
∎ Previous experience in DRR and cash transfer projects will be preferred
∎ Proven experience in application of monitoring methods, approaches and tools.
∎ Proven experience in survey design, data collection, both of qualitative and quantitative techniques.
∎ Knowledge on application of ICT tools (Smartphone technology) to collect data is an asset.
∎ Good written and oral communication skills in English and Bangla, including writing monthly reports and present coherent and convincing messages to different audiences.
∎ Work experience in emergency response project/ Rohingya camps preferred.
∎ Punctual and good at time management and strong relationship building skills
∎ Understanding of protection issues faced by beneficiaries
