Job Context:
∎ JOB PURPOSE: Right Here Right Now (RHRN) is a five-year programme and global strategic partnership that is active in ten countries, and BRAC is the lead organization for the Bangladesh Coalition. The programme envisions that young people in all their diversity enjoy their sexual and reproductive health and rights in gender-just societies. Respective position will take lead to develop, revise and implement M&E plan, result framework and roll out M&E tools for the Bangladesh coalition of RHRN2. In addition, periodic data collection, analysis and reporting tasks will also be the responsibility to comply with donor and project requirements. At the same time, building bridge with MEAL team, Communications and Knowledge Management team to input data and information for quality documentation.
∎ SAFEGUARDING RESPONSIBILITIES:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the safeguarding goals while acting as a key source of support, guidance and expertise for establishing a safe working environment in accordance to its reporting procedures.
∎ Practice, promote, encourage and endorse the safeguarding policy and implementation standards among team members in case of any reportable incident.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Prepare a detailed M&E plan, results framework and reporting system for the country coalition
∎ Set up measurable indicators as per ToC and develop data quality assessment guideline
∎ Introduce ICT based M&E system for the country coalition
∎ Attend global forums and PMEL working group meetings and represent Bangladesh coalition
∎ Support the coalition members in developing M&E plan, capacity building on M&E and generating results
∎ Ensure quality data collection, synthesizing, analyzing and develop quality documentation
∎ Capacity building of coalition members on M&E system
∎ Prepare dynamic MIS database and adopt online platforms to ensure real time monitoring (KoboToolbox, ODK etc.)
∎ Integrating M&E data with the results framework and frequently analyze the project outcome level progress
∎ Facilitate consultancy and guidance to consultants to conduct baseline, midline, endline and researches on thematic questions for learning and project evaluation
∎ Attend workshops, trainings and meetings to disseminate learnings and cross-country knowledge sharing
∎ Liaise with the donor, global technical partners and PMEL working group from other country coalitions for effective monitoring
∎ Conduct outcome harvesting, collect case stories, review and documentation with quality for internal and external stakeholders
∎ Generate evidence and support in evidence-based advocacy initiatives at national, regional and international avenues.
Additional Requirements:
∎ First hand experience of preparing M&E plan, results framework and ToC
∎ Tool development using different application
∎ Web based monitoring or using application for real time monitoring
∎ Skills in using modern technology - MS Word (Windows), Excel, Access and data analysis packages, e.g., SPSS, and familiar with PowerPoint, and ICT4D.
∎ Theoretical understanding about research and M&E
∎ Tool development for data collection
∎ Having experience in working with any health or reproductive health and rights related project is a plus
∎ Capture lesson learnt and good practice to replicate
∎ Fundamental knowledge on health systems of Bangladesh from district to below level
∎ Familiarity with research and publication
∎ Participatory action research, result based monitoring and evaluation
∎ Time management, leadership, analytical ability, multitasking, facilitation, communication skills, presentation skill and report writing
∎ Adaptability, Teamwork, Relationship Building & Change Management
∎ Minimum 5 years of experience in relevant field
