Job Context:
∎ Swisscontact is inviting applications from qualified candidates for the position of Officer/Senior Officer - Skills & Productivity for the PROGRESS project that addresses skills development and environmental and social compliance needs of the RMG sector. The project will support selected RMG factories in Bangladesh to skill and upskill their existing workers as well as improve the environmental and social standards. We are looking for a dynamic, innovative and forward-thinking Officer/Senior Officer - Skills & Productivity who will support the Senior Manager - Skills & Productivity for successful implementation of the project activities in accordance with the approved plan and budget.
∎ Contract duration: Initial contract of one year with the possibility of extension for another three years.
∎ Place of work: Dhaka, Bangladesh with regular visits to the project field locations within the country.

∎ OFFICER/SENIOR OFFICER - SKILLS & PRODUCTIVITY PROMOTING GREEN GROWTH IN THE RMG SECTOR THROUGH SKILLS (PROGRESS)

Job Responsibilities:
∎ Ensure compliance with terms and conditions of agreements.
∎ Ensure timeliness of implementation of skills related trainings and other interventions.
∎ Conduct regular assessment of the needs of the marketable skills and occupations and forward them to the Supervisor.
∎ Provide continuous feedback and recommendations to the Supervisor about the project's progress based on information/reports, program experiences, observations, professional networking and judgment.
∎ Maintain liaison with the selected training service providers, local level UP Chairman, members, NGOs, relevant government offices.
∎ Make regular field trips to monitor program implementation, including institutional training & on-the-job training (OJT), follow-up of employed graduates and meet with partners/associates/beneficiaries.
∎ Facilitate and conduct meetings at the local level.
∎ Represent the project at important meetings at the local level.
∎ Ensure comprehensive documentation and data base of the skill training activities of the project.
∎ Assist the project management to have an established system of employment linkages (self & wage) of the graduates and produce quarterly reports.
∎ Prepare profiles of public, private and NGO type of technical training providers for the accomplishment of project goals and objectives.
∎ Network within the TVET actors like government agencies, NGOs and training service providers.
∎ Conduct needs assessment and training needs assessment activities and report to Supervisor.
∎ Assist in developing and organizing training manuals, curriculum guides, competency standards, assessment tools, multimedia visual aids, and other educational materials.
∎ Assist in developing contract, ToR, event memo & budget for training related events.
∎ Perform other tasks as may reasonably be required by the project.
∎ Assist the team members whenever required.

Additional Requirements:
∎ Minimum 2 years' experience with focus in Training and Skills Development in NGO, preferably INGO.
∎ Proficient in MS Excel and excellent working knowledge of computer applications such as MS Office, Outlook, etc.
∎ Sound understanding of TVET, and MSD preferred.
∎ Ability to work productively in highly collaborative settings while also able to function independently.
∎ Demonstrate ability to manage complexity and to priorities multiple tasks.
∎ Proficient in written and oral communication both in Bangla and English.
∎ Ability to communicate clearly with project beneficiaries and other target groups.
∎ Work with trustworthiness and integrity and is committed to Swisscontact's core values.
∎ Demonstrate awareness and sensitivity to gender and diversity (including sensitivity towards differently able people).
∎ Demonstrate curiosity to learn and acquire knowledge from vastly different sources.
