Job Responsibilities:
∎ This position is mainly responsible for focusing on major technical aspects, such as Geographic Information System (GIS) and Monitoring, Evaluation and Learning (MEL). As GIS and MEL specialist, S/he will primarily be responsible for all sorts of designing, innovation and execution of an integrated on-line based GIS, MIS, MEL and CLA systems and demystify information management system and visualization. The role holder is responsible to develop GIS and GPS based monitoring System and to oversee its implication. S/he should be conversant in both GIS and GPS tools and techniques based on and program requirements with respect to data gathering, validation, consistency checking and timely reporting. The incumbent will lead the spatial analysis of attributes and visualize the changes/situations so that program can make actionable decisions.
∎ This role holder will ensure efficient and effective MEL system in place at the MPDS project. S/he will support to develop MEAL plan and PMP with appropriate tools, techniques and indicators and is responsible to track MPDS project performance indicators. S/he will develop detail indicator reference sheet for PMP indicators. Incumbent will support to organize annual MEAL planning workshop and to organize regular coordination meeting with partners M&E/ MEL staff to ensure valid data are coming from partners. This person will be responsible to develop appropriate MEL tools and techniques for data collection, data management and updating the MEL database and analyzing and reporting on MEL data at key intervals, and sharing results in program review meetings with staff and partners. S/he will be responsible to develop and update indicator Performance Tracking Tools (IPTT) on annual basis and also on quality benchmark, accountability, learning and knowledge management mechanisms. The incumbent will ensure details steps to ensure data is accurate, reliable, timely, complete and precise in compliance with USAID policies. S/he will lead training/workshops to build capacity of the partner/program staff on MEL, and GIS.

Additional Requirements:
∎ Age at least 18 years
∎ At least 5 years' of relevant working experience, especially in MEL and GIS area in an NGO/INGO.
∎ Excellent knowledge of Arc GIS/Arc view/QGIS, Designing, development, administration, and security of large-scale database systems in SQL Server or Oracle will be an advantage.
∎ Proven track record in developing, implementing, and reviewing MEL /GIS systems/strategies at the sector level.
∎ Excellent knowledge of mobile data collection systems (Kobo Collect, Survey CTO, Survey Monkey, Magpie, etc.,)
∎ Report writing skills will be an added advantage.
∎ Strong ability to multi-task and meet multiple deadlines, with an ability to solve problems creatively with excellent attention to detail.
∎ Experience in conducting and/or commissioning evaluation studies.
∎ Solid understanding of quantitative and qualitative monitoring and evaluation methodologies, including skills in analysis, documentation, and presentation of complex data/information.
∎ Experience in working with USAID projects will be an added advantage.
∎ Ability to design and implement Technology based MEL/GIS systems/processes.
∎ Proficient in computer operation, particularly, in SPSS, MS Excel, MS Access, and MS PowerPoint.
∎ Excellent interpersonal & communication skills both in Bangla and English.
