∎ In-depth knowledge of programming to combat human trafficking. Broader experience in access to justice, Rule of Law and human rights issues in South Asian contexts is preferred.

Responsibilities & Context:
∎ Identify, compellingly articulate and regularly update clear diagnosis of the gaps in the public justice system’s response to human trafficking to ensure focus in IJM’s programs.
∎ Ensure high quality programme design, operationalization and implementation while overseeing development of coherent work plans with strategic prioritization and allocation of resources to deliver on IJM Bangladesh’s vision 2030 program plan.
∎ Manage the creation of detailed implementation plans and regularly revise following program progress and decisions.
∎ Manage detailed implementation of all grant-funded projects, including compliance with all grantor regulations.
∎ Identify and propose areas for greater organizational effectiveness and develop best practices that will further the mission and strategies.
∎ Provide regular critical analysis and feedback to the Senior Vice President, Bangladesh Hub, other Bangladesh leadership, and regional program management on strategic and tactical considerations covering all aspects of program implementation.
∎ Support and ensure the development and management of robust and effective program budgets.

∎ Ensure that the local, regional and global IJM teams are updated and informed of the learnings, challenges, and progress in IJM Bangladesh and global trafficking programming to ensure coordinated and aligned messaging and understanding of the program across these teams.
∎ Develop strong program monitoring and review rhythms and practices, including the efficient execution of quarterly program reviews.
∎ Conduct periodic field supervision of program implementation to track progress against the workplans and ensure high-quality implementation by field teams and partners, and provide feedback to the Senior Vice President, Bangladesh Hub and senior leadership team on the same.
∎ Work with program leaders to develop and review appropriate strategies that enable cross-team and partnership collaboration leading to program success.
∎ Liaise with the regional program management, sharing knowledge, lessons learned, and troubleshooting program management issues.
∎ Oversee all in-country partnerships with government, NGO and development partners for program effectiveness, and participate in building strong partnerships and collaborations with national stakeholders.
∎ Facilitate maintenance and use of internal and external data and research to benefit the program.
∎ Oversee and lead the Bangladesh team through program design, implementation and review processes in order to develop strategic high-impact national program interventions per IJM’s global program standards.
∎ Prepare all reporting (internal and external), including grant reporting in collaboration with regional program management.
∎ Advise Bangladesh program leadership in setting and revising program targets and KPIs, and oversee program outcomes to ensure these are achieved.
∎ Assist MERL staff in compiling and reviewing robust detailed implementation plans and the monitoring framework matrix.
∎ Support MERL staff in gathering and sharing learning and analyzing program data.
∎ Ensure the quality of IJM Bangladesh’s program data.
∎ Supervise the field program teams ensuring agile response to learnings, challenges, and unexpected program deviations.
∎ Lead the research and strategic analysis of program expansion sites for the IJM national program in line with the program plan.
∎ Work closely with MERL staff to ensure project activities are well documented, including thorough and well-organized filing systems with supporting documents according to the program’s monitoring, evaluation, research and learning plan.
∎ Lead and support all state and national program teams by facilitating inter-program communication and planning, management of shared resources, troubleshooting, and ensuring that program implementation is on track based on program design & plans.
∎ Review and approve all field office reports, ensuring these are shared with all relevant team members.
∎ Lead the development and submission of all internal and external proposals and reports.
∎ Lead the development of activity-based annual budgets and review actual and projected spending during the year
∎ Act as the liaison between the field office and IJM regional and global on all matters related to program implementation, ensuring smooth coordination and information flow.
∎ Lead quarterly program reviews and other program review meetings as needed to inform Bangladesh leadership on the status of the program and drive to decisions based on program analysis, in accordance with global guidance on program changes. Develop Quarterly Program Review reports.
∎ Maintain full knowledge of budget status to ensure fiscal resources are being used effectively.
∎ Develop and share standardized program management methodology, tools, best practices, procedures and resources in order to ensure quality and consistency of program management services in India and implementation of Global Program Standards.

∎ The Need
∎ For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking the National Head Programs who will be responsible for delivering the programmatic goals of the Bangladesh national program, which is focused on addressing human trafficking. The National Head Program will ensure quality of all deliverables and will keep the structure and design of the program under continual review. The incumbent will adapt and develop the program in line with research and monitoring data so that its impact is continually improved. This role will coordinate IJM Bangladesh’s partnerships with development partners, duty bearers in Bangladesh, the national and local government, and civil society. This role will lead a multi-disciplinary programs team consisting of thematic technical leads focused on program management, monitoring and evaluation, and partnerships.
∎ This is a full time role and will report to the Sr.Vice President, Bangladesh (Country Director).
∎ The role is based in Dhaka, but will provide support nationally, including travelling to each of IJM’s future program locations (Khulna, Barisal and Mymensingh).
