Essential: Diploma in Architecture.
• A Bachelor’s/Master’s degree in Architecture or similar field will be considered an advantage.
Experience
• Essential five years of work experience in construction project management
• Desirable previous experience with MSF or other NGOs and working experience
• Essential demonstrate experience in feasibility and design of buildings and structures (work certificates)
• Site management of the Construction Site 2 years Essential, (work certificate)
• Essential knowledge of Bangladesh National building code
• Desirable certificate in Sustainable infrastructure design or similar green building certifications.
• Plumbing and electrical installation design is desirable (Work certificate)
Language
• Both English and Bangla languages are essential, spoken and written.
Knowledge
• Computer literacy Proficient MS Office (Excel, Word, Outlook) essential
• Essential strong Auto Cad skills
• Revit or other BIM technology user is a great asset
Defining procedures and ensures the implementation, monitoring, maintenance and correct functioning of the technical work within his/her area of specialization
• Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activity (s)he is primarily in support.
• Carrying out assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to infrastructure challenges in the area of specialization e.g. installing / building / implementing. Liaising directly with the staff to identify the project needs and managing response and prioritization of requests.
• Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot tests to ensure its functioning as well as defining functioning standards and monitoring systems.
• Ensuring the proper documentation, filing and the compilation of the installation and maintenance done or required
• Acting as a technical referent, providing technical advice and oversight of quality and strengthening knowledge of the team. Providing training sessions to technicians, the managers and supervisors in the overall set-up, use and maintenance of new installations
• When required, acting as Flying expert in a mission and providing deep technical advice to managers
• Performing delegated tasks specific to her area of specialty and as defined in his/her job description MSF Section/Context Specific Accountabilities
- Operates with minimal supervision, calling for assistance only when necessary.
- Conduct field/site assessments and feasibility studies for new works, rehabilitation, or structural maintenance.
- Ensure the implementation, monitoring, and evaluation of the construction and rehabilitation activities according to MSF protocols and standards
- Supporting projects with planning, designing, and developing the construction projects and rehabilitation activities in the project (needs assessment, budgeting, contractor selection, etc.)
- Responsible for the implementation of Construction and Rehabilitation activities; provide support for technical aspects, drawings, design, project costing, and close supervision of the works for the entire mission
- Assist and Support projects team in preparing the MSF Project Initiation Form (CPIF) and scope of work with required technical information,
- Prepare and Provide Bill of Quantities (BOQ) for all structural maintenance and all new construction
- Carry out regular field visits and offer permanent technical support to the project sites (if and when needed)
- Perform hands-on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience
- Support in the market assessment strategies development and evaluation of local suppliers for the quality and services; support in the availability assessment and review of international orders in his field of expertise
- Support the development of the Construction and Rehabilitations budget in all projects and Coordination (Annual planning process and Budget revision)
- Support in the administrative part (contract management, market assessment, renewal of documentation, etc.) for the Construction related activities
- Support in the management & Follow-up of the timeline of activities for all projects (daily management and site supervision) in his/her field of expertise in collaboration with the Project Logisticians/LTL/Log Manager); Assist in the project management/site supervision (cost control, schedule management, quality control, and others) when applicable/required
Communication and reporting
- Contribute to the mission monthly construction report by providing relevant data to the line manager
- Establish communication with external agencies such as contractors or service providers and relevant governmental agencies, maintaining effective and professional relationships
- Maintains clear communication with the employer to provide updates on facility needs, progress, and challenges.
- Reports major issues promptly and proposes improvements for operational efficiency.
Facility Management
- Independently implements facility management policies, tools, and processes with minimal supervision.
- Identifies areas for improvement and proposes solutions to enhance efficiency.
- Assesses non-medical equipment needs (e.g., office furniture, computers, etc.) for the base, Utilizes the 3A inventory assets management system to track and manage equipment and supplies.
- Applies equipment management rules for proper labeling, maintenance, and handling.
- Evaluates whether equipment repairs can be handled internally or require external servicing.
- Ensures cost-effective and timely repair and maintenance solutions.
Management of Offices and Workplace Safety
- Proposes improvements to enhance office operations and calls for assistance only when necessary.
- Gathers and evaluates the needs of building users, suggesting and carrying out practical solutions.
- Understands and assesses the local real estate market to identify reasonable and available options.
- Possesses basic knowledge of workplace safety risks and ensures timely fixes to maintain a secure environment.
- Maintains a general understanding of building maintenance, including plumbing, electrical systems, and other infrastructure.
- Communicates clearly and proactively with the employer regarding office needs, progress, and challenges.
- Ensures alignment with organizational expectations and goals while maintaining operational efficiency.
Construction and Renovation
- Fully masters policies, tools, and processes, implementing them independently with no supervision or major mistakes.
- Proposes improvements to enhance operations and provides support to colleagues when needed.
- Performs technical evaluations of complex buildings to identify and address issues.
- Ensures proper maintenance of building systems (plumbing, electrical, etc.) and mitigates workplace safety risks.
- Defines and develops construction projects (up to 200 m²) in all their elements, including integration of technical families (e.g., water, sanitation, energy).
- Is autonomous in all phases of project planning from feasibility study to concept/schematic/detail design developing also technical drawings, architectural layouts, 3D concepts Organizes site planning, drafts detailed timetables, and oversees construction budgets.
- Supervise construction site with deep technical knowledge and propose practical solutions in line with the design intent as well as functional. Can performance quality check on construction material as well as construction work. Is aware of all safety rules and commit to supervise they are respected onsite.
- Can coordinate the work (planning and on site) of all relevant consultants (electrician, plumber, HVAC) ensuring the overall result is aligned with the architectural design intent
- Develops and applies appropriate tools and procedures for project initiation (e.g., calls for tenders, team organization).
- Plans and manages the installation of temporary, semi-permanent, and permanent structures, ensuring alignment with project needs.
- Demonstrates strong knowledge of local markets, including materials, contractors, technicians, laws, and institutional actors.
- Has the experienced knowledge to assess the full authorization process to obtain Building Permit in Bangladesh, as well as all other certificates needed to execute a new construction (Environmental or other relevant Government departments)
- Uses this knowledge to make cost-effective and compliant decisions.
- Works autonomously while aligning with organizational goals, providing leadership, and supporting colleagues as necessary.
Construction Safety
- Can independently identify the main safety risks in a project, including risks to people and equipment, working together with the project coordinator.
- Able to find ways to reduce those risks and create a backup plan for the project, without needing much supervision.
- Proposes improvements to safety measures when possible and asks for help if needed, ensuring everything is done correctly.
Electricity
- Can recognize the 3 main priorities: safety, protection, and ensuring continuous service, with guidance.
- Able to follow a logical process to identify and solve simple electrical issues, under supervision.
- Understands and can apply basic electrical concepts (volt, ampere, watt, AC/DC), with regular supervision.
- Can set up basic electrical facilities using MSF standard kits (like lighting kits, small generators, chargers/inverters), with supervision.
This is a Permanent Contract with Indefinite contract duration. Benefit
