• Minimum 2–4 years of professional experience working in public health or development programs at upazila or union level.

• Practical experience working with Upazila Health Complexes, Community Clinics, Union Health & Family Welfare Centers, and frontline health workers (CHCP, HA, FWA, FWV, Nurses).

• Experience supporting facility-level activities, including service readiness, infrastructure support, IPC/WASH, and coordination with facility management.

• Basic understanding of MNCHN services, IPC/WASH, outbreak preparedness, and community engagement approaches.

• Experience in organizing meetings, trainings, supervision visits, and community sessions at upazila and union level.

• Ability to maintain accurate field records, activity reports, and basic data for reporting.

• Good communication skills in Bangla and basic working knowledge of English.

• Computer literacy with working knowledge of MS Word, Excel, and mobile-based reporting tools.

• Willingness to travel frequently within the assigned upazila and to remote unions and facilities.

• Commitment to safeguarding, ethical conduct, and respectful engagement with communities and service providers. Proficiency in MS Excel and working knowledge of MS Word and PowerPoint; experience with digital data collection tools is an asset.

• Ability to produce clear, accurate, and timely reports in English; fluency in Bangla required for field coordination.

• Strong attention to detail, analytical skills, and ability to meet deadlines under pressure.

• Willingness to travel frequently within project districts and to remote or hard-to-reach areas.

• Knowledge and commitment to data confidentiality, safeguarding, and ethical data collection practices.

Authorities: The Upazila Coordinator will report to the District Manager and work under the technical guidance of the Technical Expert and overall supervision of the Regional Manager.

Key Relationship:

The Upazila Coordinator will maintain close working relationships with Upazila Health & Family Planning Officer (UHFPO), Upazila Health Complex management, Family Planning officials, and facility in-charges; Community Clinic staff (CHCP), HAs, FWAs, FWVs, nurses, and midwives for implementation of field activities; Union Parishad representatives and community groups for community engagement; Upazila PHEOC members and local administration for outbreak preparedness and emergency response; and District project team members for coordination, reporting, and supervision.



Responsibilities & Context:

Introduction

DASCOH Foundation is a non-government and non-profitable organization. Utilizing local knowledge of the people at grass root and available resources at local level, DASCOH has put forward an alternative participatory development process. It has developed a professional workforce with flexible decision-making capacity. DASCOH is using supportive supervision & coaching method to develop human capital and thus helping to develop the capacity of local government institutions, which is reflected in the project planning and management with local government, private sector, donors and the community. Currently, it operates several projects, covering the thematic areas of health, climate adaptation, human rights, quality education, livelihood improvement, etc. mainly covering Rajshahi division but all over the country. Several projects are ongoing in the thematic areas and information technology support are required for innovation, monitoring, analysis and showcasing good practices and achievements. Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project funded by the U.S. Department of State and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to strengthen Global Health Security (GHS), including outbreak response; improve maternal and child health (MCH), and promote health systems strengthening (HSS) including supply chain management. EpiC is led by FHI 360 with it’s implementation partners including DASCOH working in seven districts of Bangladesh. Under the EpiC project, DASCOH will be implementing interventions to strengthen global health security, outbreak preparedness, MNCHN service continuity, and community engagement in Natore and Naogaon districts.

Purpose of the position

DASCOH is application from qualified individual for the role of Upazila Coordinator who will be responsible for supporting and coordinating day-to-day implementation of EpiC project activities at upazila and below levels to strengthen global health security, outbreak preparedness, MNCHN service continuity, IPC/WASH practices, and community engagement in close collaboration with health facilities, frontline health workers, and local authorities.

Objective of the mandate:

The objectives of the project execution mandate are:

• Ensure effective implementation of project activities at upazila, union, and community levels in line with the approved workplan.

• Strengthen coordination with Upazila Health Complexes, community clinics, and frontline health workers to improve service readiness and continuity.

• Support outbreak preparedness, IPC/WASH, and emergency response activities at facility and community level.

• Facilitate community engagement and EMCE/RCCE activities to promote protective behaviours and early reporting.

• Support routine data collection, documentation, and reporting from field-level activities.

• Ensure compliance with organizational, donor, and safeguarding standards at field level.

Function:

In more concrete terms the mandate includes;

• Coordinate and support implementation of EpiC activities at upazila, union, and facility level according to the approved plan.

• Work closely with Upazila Health & Family Planning Officer (UHFPO), facility in-charges, and community clinic staff to support MNCHN services, IPC/WASH readiness, and outbreak preparedness.

• Support organization of facility meetings, community sessions, trainings, orientations, and supervision visits.

• Monitor functionality of health facility infrastructure, including hygiene stations, waste management systems, and service points, and report gaps.

• Facilitate community engagement, EMCE/RCCE activities, feedback collection, and rumor tracking through frontline workers and community groups.

• Support collection of routine monitoring data and maintain field-level records, attendance sheets, and reports.

• Assist District Manager and Technical Expert during assessments, joint supervision, and mentoring visits.

• Maintain regular communication with district project team and promptly report challenges, risks, and progress.

• Promote and ensure safeguarding, respectful conduct, and ethical practices in all interactions with staff and communities.

Output:

• EpiC project activities are implemented effectively at upazila, union, and community levels according to the approved workplan.

• Functional coordination is maintained with Upazila Health Complexes, community clinics, and frontline health workers.

• MNCHN service points and basic IPC/WASH infrastructure at supported facilities are regularly monitored and supported.

• Community engagement and EMCE/RCCE sessions are conducted with participation of frontline workers and community groups.

• Outbreak preparedness, early reporting, and protective behavior activities are supported at facility and community levels.

• Field-level data, attendance records, and activity documentation are completed accurately and submitted on time.

• Implementation challenges and infrastructure gaps are identified and reported for timely corrective action.

• Support provided to district and technical teams during supervision, mentoring, and assessment visits.

• Safeguarding standards are followed and promoted in all upazila-level project activities.

    • Working Time: Sunday to Thursday; 40 hours in a week; (08:30 am to 05:00 pm with half an hour lunch and prayer break)

    • Duration of the mandate: 8 months
